Governor Talmadge turned to un
paid appropriations of former years
to finance fundless departments of
the state through this year, using
1936 tax monies to pay the appro-!
priations.
He issued a proclamation and an
executive order decreeing the un- ’
paid balances of appropriations of
the last five years a debt of the
treasury to the various departments
and ordered them paid out of cur
rent revenues hut limited the total
to be expended during the year to
the total expended during 1935. If
he succeeds in obtaining the unpaid
balances on these old appropriations
during the year the various depart
part ments, cared for under a gener
al appropriations act, will receive
the same as they did last year, a
bout $8,500,000.
The Governor, accompanying his
proclamation and executive order,
made public an opinion from Attor
ney-General M. J. Yeomans holding
the action is legal.
The 1934 unpaid balance was de
creed not to have lapsed and was or
dered paid to the departments, de
spite a previous executive order, is
sued December 21, 1935, in which
the funds were declared lapsed
funds and the Governor used them
to wipe out a $1,600,000 state de
ficit.
Commenting on the Governor’s
action, the Atlanta Constitution
wants to know, “Why a General As
sembly?” The Constitution says:
“If the Governor is right in his
position that the state can be oper
ated without a general assembly,
permitting the money income of va
rious state departments to be jug
gled at will, why not simply abolish
th" legislative branch of the gov
ernment and save that much money
to the taxpayers?
“Certainly there is no need for a
general assembly if the Governor is
right, and if the chief executive is
to have the all-inclusive direction of
the affairs of the government.
“Why let the people have a sayso
at all?
“That is the logic of the Gover
nor's position in attempting to op
erate the state without an appropri
ations bill.
“Such a situation would be very
fine if Georgia had an Angel Gabriel
for governor, or a series of angelic
executives, but who knows when the
chain will be broken?
“The Governor perhaps classifies
himself in that category. He may
be light or he may be wrong, but
what guarantee has the state that
his mantle will fall on angelic suc
cessofs and that someone outside
the sainted circle may not get into
the Governor’s chair some day, with
unlimited power to wreck and de
stroy at will?
“Of course the Governor’s assump
tion that he is all-powerful in the
direction of the affairs of the state
will be threshed out in the courts.
“If his position should be sus
tained, then the next and logical
(step will be to abolish the genet al
assembly!”
Thornasville Baptists are looking
forward with great pleasure to en
tertaining the State Convention of
the Baptist Women’s Missionary Un
ion on March IT, 18 and 19. Ar
rangements are being made to take
care of the visitors, and while there
is not sufficient hotel room to accom
modate the seven or eight hundred
guests expected, rooms are being
engaged in private homes on the
usual terms for these conventions

served in the basement of the chutch
by the women of the Methodist
Church at a very reasonable price.

“The Trinity Messenger,” an at
tractive twelve-page periodical from
Trinity Methodist Church, LaGrange,
has been received. Rev. Guy T.
Pittman, the pastor, is editor; and
H. M. Erwin, the business manager.
It is to be printed each month for
the benefit of the members. It con
tains reports from the various ac
tivities of the church and other
worthwhile information. Congratu

Mayor And Council Break
Dirt For New City Hall
That Jefferson will soon have a
j new city hall is now assured. Ground
J was broken last week with appro
| priate ceremonies for the handsome
building that will be erected on a lot
on Athens street between the Stand
ard Oil Station and Kelly Bros, gar
age.
The plan of the building was de
signed by Mr. Sanford Ayers, well
known architect of Atlanta.
The building will be a WPA pro
ject, and will be financed partly by
government plans.
Last Sunday’s Atlanta Georgian
carried a picture of Mayor George
W. Westmoreland, shoveling the
first spade of dirt in the excavation
for the foundation of the building.
Standing with the Mayor were four
of the Councilmen: A. H. Mcßee, P.
T. Pendergrass, C. E. Hardy and W.
N. Carithers. Councilman J. C.
Smith was not present when the
picture was made.
The Georgian correspondent in his
article headed “Old Jefferson Starts
Work on First City Hall Building,”
raid, “Though this historic city is
138 years old, it never has held title
to a city hall building, the city hav
ing leased space for various city of
fices.”
The article also noted that the
use of ether as an anesthetic was
first used in Jefferson, and added:
“The first endowed high school of
historical record is in Jackson Coun
ty, at Jefferson. The school, Mar
tin Institute, was chartered in 1818,
according to the records.
“W. D. Martin, a native Virgin
ian, emigrated from Virginia to
Jackson County, where he became a
large landowner and amassed a for
tune. He started on the long and
exhausting trip back to Virginia to
wed an old sweetheart and while en
route was advised that his sweet
heart had died.
“At his death, he willed his estate
to the children of Jackson County
and the Methodist Church. The
Martin Institute was constructed
with funds from the estate.”
“ONLY WAY TO CHECK PANIC
WAS TO CLOSE ALL BANKS”
“Whatever faults may be ascrib
ed to the Roosevelt Administration,”
says an editorial in The Financial
World (lnd.) of New York, “it is
difficult to agree with Hoover that
the banking panic of 1932 was caus
ed by ‘fear of the New Deal.’ For
more than a year previous to Mr.
Roosevelt’s inauguration, certain
factors were operating that were
undermining the confidence of de
positors in the banks. There was
only one way to check this panic
and that was to close the banks until
fear had run its course and calm
reasoning could return to the peo
ple It was a situation that had no
bearing on the fact that the ma
jority of the banks were sound.
This soundness could be preserved
only by the drastic action which was
taken. The record in this respect
should be kept clear and not be
made a part of a political issue.”
Rev. H. C. Holland, a Jackson
county boy now serving as pastor of
the Methodist church in Manchester,
announces that the church is now
free of debt and will be dedicated on
March 8. Rev. Holland in a letter
to the Wesleyan Advocate says:
“Last year we paid the last $5,000
on the beautiful new church build
ing and installed some new lighting
fixtures at a cost of S7OO. This
year we have bought new pulpit
furniture at a cost of about s.>so.
The building, complete with furnish
ings, represents an outlay of about
$50,000.”
Tom A. Dozier, Athens, member
of the 1 935 class of the Henry W.
Grady School of Journalism, the
University of Georgia, has resigned
the managing editorshp of the Ath
ens Daily Times to accept a position
on the editorial staff of the Atlanta
Constitution. Mr. Dozier is the son
of Mr. and Mrs. Olin Dozier. His
mdther will be pleasantly remem
bered here as Miss Mittie Carson of
Commerce.
The contract for paving a little
more than 3 miles of roadway on
the Winder-Hoschton highway was
let Friday to E. A. Hudson & Sons
of Bolton. The bid was $41,932.
The board opened bids on approxi
mately SBOO,OOO of highway work,
virtually all to be financed with fed
eral funds. The projects included
about 50 miles of paving, 23 miles
of grading and construction of some
bridges and culverts.

Press Institute At Athens
This Week
Georgia’s fourth estate will go to
the University of Georgia this week
for the 1936 Press Institute, which
will be formally opened Wednesday
night.
The Georgia Press association and
the Henry W. Grady School of
Journalism have completed a four
day program, regarded by officials
of the two as the most brilliant ever
arranged for the annual event.
The institute will be officially op
ened by President Harmon W. Cald
well, of the University, Wednesday
night. Later Watson Davis, direct
or of Science service, will deliver the
first address in the chapel. The At
lanta Journal is bringing him here.
Thursday Arthur (Bugs) Baer,
noted columnist and short ptory
writer, will address the editors and
the general public as the guest of
the Atlanta Georgian.
Webb Miller, distinguished for
eign correspondent, will appear Fri
day morning. He will be the guest
of the the Atlanta Constitution.
Miss Emily Woodward, founder of
the Press Institute and formerly
president of the Georgia Press As
sociation, will preside at the Grid
iron Dinner to be given Friday even
ing at the Georgian hotel. The din
ner will be in charge of the Women
Members of the Georga Press Asso
ciation. The Savannah Morning
News and Evening Press will be
host.
Dr. John J. Tigert, president of
the University of Florida, will give
the institute’s feature address Sat
urday morning. It will be the Uni
versity’s Washington day speech.
Prof. J. Edward Gerald, of the
University of Missouri School of
Journalism, will lead round tables
on newspaper problems twice daily
on Thursday and Friday, and on
Saturday morning.
BRIDGES PRAISES JEFFERSON
LEGION
Community service is the princi
pal objective of the American Le
gion at this time, D. Weaver
Bridges, former district commander
of the Athens-Augusta area told the
Jefferson Post here.
Mr. Bridges, as state chairman of
the Legion Community Service com
mittee declared that in his contacts
with Legionnaires throughout the
state he has found that they are
keenly interested in community ser
vice objectives. “That, to my
mind,” he said, “is complete answer
to those who have misconstrued
the aims of the Legion and have
mistakenly believed that we are or
ganized primarily to get all we can
out of the government. On the con
trary, our chief aim is to give all
we can to the communities in which
we live.”
Praising the Jefferson Post for its
interest in community service pro
jects, Mr. Bridges said that in the
future the interest of Legionnaires
in similar undertakings will be felt
throughout the country. “Here in
Georgia,” he said, “the Legion
Posts, such as yours, have interest
ed themselves in initiating and sup
porting movements designed to pro
vide community service, such as re
creational centers, public libraries,
and similar undertakings.”
Mr. Bridges praised the Jeffer-
Post for its success in reaching its
membership quota, having made al
most one hundred per cent record.
GEORGIA FARM LOANS
AMOUNT TO 27 MILLION
Loans on Georgia farms amount
ing to $27,843,540 were made by
the Federal Land Bank and* land
bank commissioner from May 1,
1933, to September 30, 1935, Erie
Cocke, state director of the Nation
al Emergency Council, has announc
ed.
“Each county in Georgia has
shared in this program which not
only brought about general reliei to
the farmers through its long-term
financing, but has reduced the rates
of interest and help stabilize farm
values,” Cocke said.

ALEXANDER MAHAFFEY
PASSES AT HOSCHTON
Hoschton, Ga.—Funeral services
for Alexander Mahaffey, 79, well
known retired rural mail carrier,
who died Friday at his home at
Hoschton, after a brief illness were
held Sunday afternoon at 3 o’clock
at the Hoschton Methodist church,
with Rev. Allen T. Jones and Rev.
R. L. Leverette officiating. Inter - -
ment was in Hoschton cemetery,
with Masonic rites at the grave.
Mr. Mahaffey had been a member
of Macedonia Methodist church for
58 years and had lived in Hoschton
74 years. He was a member of
Rockwell lodge of Masons.
He is survived by his wife; one
son, J. P. Mahaffey, of Hoschton,
one grandson, of Hoschtofo, and one
brother, of Chilocothe, Texas.
MRS. SIS BLACKSTOCK PASSES
Mrs. Sis Blackstock passed away
at the home of Mr. Winburn Wil
liams at Clermont last Friday, Feb
ruary 14th, where she had made her
home for 2 or 3 years. Although
her health had been declining for
some time, death came unexpected.
“Aunt Sis,” as she was called, was
a fine Christian woman, always up
holding the high, noble things of
life. She had a cheery word for
every one. She was 79 years of age,
and had been a faithful member of
the Baptist church since early child
hood. She had made Jackson coun
ty her home until a short time ago.
She leaves one sister, Mrs. Annie
Williams, and a large number of
other relatives.
Funeral services were held at Hol
ly Springs Sunday afternoon at 2.30,
conducted by Rev. Gary of Mays
ville, and Rev. Vaughn of Gaines
ville. Interments were in Holly
Springs cemetery.
According to the Clarkesville Ad
vertiser, the buildings of the former
Ninth District A. & M. School are to
be used by Columbia University for
a practice school for teachers. Hab
ersham county is to be congratulated
that one of Columbia’s branch school
is to be located within her borders.
It is said that wives or sweet
hearts in most Wilkes county fami
lies represented in the membership
of the Northeast Georgia Fox Hunt
ers’ Association are wearing beauti

animals captured by hunters.

CHORUS GIRLS
Aside from the fact that he is one
of the Nation’s screen favorites and
Hollywood’s own “boy friend”, Jack
Oakie has one of the most envied
jobs in the world.
Oakie has appeared in more musi
cal pictures than any other star and,
by virtue of that distinction, he
knows and is known by virtually ev
ery show girl and chorus girl in the
film capital.
He likes the girls and the girls
like him. In fact, the 150 girls who
worked with Oakie in his latest pic
ture with Joe Penner, “Collegiate,”
which opens on Thursday and Fri
day at the Roosevelt Theatre, voted
him their favorite performer on
completion of the film.
He is the star they all prefer
working with because his bubbling,
jovial antics keep them in high
spirits during the long, arduous
hours of studio work. And they call
him “swell” because there is nothing
of pretense about him.
Oakie has starred in almost every
Paramount musical involving the
use of chorus girls that has been
made. This is his second musical
film with Joe Penner, the first hav
ing been “College Rhythm” with
more than a hundred girls in it.
Senator Borah is squarely in the
race for the presidency. He will
campaign in Ohio for delegates-at
large to the Republican National
Convention, and announces his in
tention to “present the issues as I
see them.”
From commercial and industrial
agencies during the latter part of
1935 and the month of January,
1936, conditions show improving
signs. Reports from these sources
are most encouraging, and lends an
optimistic hope for the remainder of
the year.
W. E. Page, collector of internal
revenue for Georgia has announced
that deputy collectors would tour
the state from February 18 to March
16 to assist citizens in making out
income tax returns. The collector
will be in Jefferson on February 20.
The chairman of the state demo
cratic executive committee certainly
does worship and nurse “Ole Gene.”
They say when Gene takes medicine
it affects Hugh first. —The Madison

A leadership training meeting for
home demonstration club women I
was held at Martin Institute, Febru
ary 10th. Miss Susan Mathews, ex
tension nutritionist, was present,
and explained the nutrition program
for the year.
The aims as set up in nutrition for
the year are:
To include family planning as a
vital part of the nutrition program.
To produce a food supply which
will provide a good state of health
for the family with the least expen
diture of nfoney.
To develop in all communities a
consciousness of the importance of
nutrition to the health, happiness,
and success of its citizens.
To give mothers an appreciation
of the business of their jobs in the
feeding of their families and to have
them realize the close relationship
between the physical, mental, and
moral development of their children.
To put special emphasis on the
nutrition of infancy and childhood,
as that will bring the greatest re
turns in the future.
By practicing good nutrition to
lessen colds, indigestion, constipa
tion and other minor ills.
Club members are urged to work
on at least one vital nutrition prob
lem. Some of the demonstrations
which they may choose are: school
lunch, supper, infant feeding, pre
school feeding, childrens food habits,
orchard planting, and fruit propi? a "
tion.
Seventeen ladies were present.
Lunch was served after the meet
ing.
Girls Council Meets Saturday
The girls 4-H council will meet
Saturday, February 22nd, at 10 a.
m. at Martin Institute. Officers and
project chairmen of all 4-H clus
should be present.
Officers will be elected, certificates
and medals awarded, and other im
portant announcements made. Mar
tha Beth Lavender, winner of the
state bread contest, will tell of he:
trip to Chicago.

will be served after the meeting
