(JA25, FE1 B/10691-30) | Public Meeting Notice of Public Meeting on Intent to Construct the McClure Industrial - Gravelly Creek 115 kV Transmission Line Pursuant to O.C.G.A. § 22- 3-160.1 you are hereby notified of certain rights afforded by law concerning a proposed 115 kV electric transmission line to be constructed in Jackson County. Georgia Transmission Corpo ration (GTC), along with other members of Georgia’s Integrat ed Transmission System, con tinuously monitor and assess the performance and capability of Georgia's electric system. A recent evaluation revealed that a new 115 kV transmission line is needed to increase electric capacity and reliability in this area. To address these issues, GTC plans to construct the McClure Industrial - Gravelly Creek 115 kV Transmission Line in the area of the preferred route set forth below. GTC will conduct a public open house meeting concern ing this project in Jackson County. The open house meet ing will be held on February 28, 2023, at the Jefferson Civic Center, Jefferson Room, 65 Kissam Street, Jefferson, Georgia 30549. The meeting will be held from 6:00 - 8:00 p.m. You are invited to drop in whenever it is convenient dur ing those hours. The purpose of the open house meeting is to provide information regarding GTC’s intent to acquire easements for and to construct the McClure Industrial - Gravelly Creek 115 kV Transmission Line for which the right of eminent do main may be exercised and to allow a reasonable opportu nity for members of the public to express their views on the proposed project. GTC rep resentatives will be on hand to provide information, to re ceive comments and to answer questions about the project. The general route of the approximate 4.5-mile trans mission line will start at the re cently constructed McClure In dustrial 115/25 kV Substation, at the intersection of Dry Pond Road and Jett Roberts Road, and then proceed northeast along Dry Pond Road where it will turn slightly to follow Porter Road northeast toward I-85. The proposed transmission line will then parallel the south side of i-85 travelling northeast until it crosses SR 82 where the transmission line will briefly follow HDR Drive before again paralleling the south side of the interstate until it eventu ally terminates at the existing North Jefferson - James Short 46 kV transmission line. The proposed transmission line is located in Georgia Militia Dis tricts 255, 257 and 455 in Jack- son County. The transmission lines will require roadside easements of 25-35 feet and cross-country easements of 100 feet. In ad dition to the transmission line easements, Georgia Trans mission will also require rights to cut and remove dead, dis eased and weak or leaning trees located within 10 to 30 foot “danger tree” easements located adjacent to the trans mission line right-of-way. Geor gia Transmission may also seek to acquire 30-foot wide non-exclusive rights of ac cess off the transmission line right-of-way, where necessary, to construct and maintain the transmission lines. This preferred route was selected after consideration of existing land uses in the geo graphic area where the lines are to be located, existing cor ridors, existing environmental conditions in the area, engi neering practices relating to the construction and operation of the line, and costs relating to the construction, operation, and maintenance of the line. The proposed construction approach for these transmis sion lines is overhead con struction using concrete and steel poles. This approach was chosen because it meets the engineering, construction, operational, environmental, schedule, cost, electrical, and reliability requirements of the project. Alternative construction ap proaches considered, but re jected, were: (1) No Build/Take No Ac tion: This option was rejected because the area load is pro jected to exceed the existing and planned transmission ca pacity. Due to the forecast of high growth, doing nothing is an unacceptable alternative. (2) A combination of the following was considered and rejected: • Build a new 2.25-mile 115 kV line from Banks Crossing to Gordon Farm Road • Establish normally open 115 kV connection between Ridgeway Church Road and Gordon Farm Road • Construct new 4.5-mile 115 kV line from Banks Cross ing - East Maysville tap point • Build new 4.5-mile line from McClure Industrial to East Maysville. • Reconnect the East Maysville tap to the newly con structed line to establish the Pond Fork - McClure Indus trial - East Maysville - Banks Crossing 115 kV line. This option was rejected due to a decrease in reliabil ity in the area for unplanned transmission outages as well as routine outages for line maintenance. (3) Underground construc tion of the transmission line using buried cable in conduit encased in concrete: This ap proach was considered and re jected because of greater envi ronmental impact due to more soil disturbance than overhead construction, decreased reli ability due to excessive resto ration time and the lifetime cost of underground construction being significantly greater than the lifetime cost of overhead construction. Representatives of Georgia Transmission Corporation will contact property owners that are directly affected by the con struction of this transmission line. Clearing for the transmis sion line is scheduled to begin first quarter, 2024. The line is scheduled to be ready for ser vice by early summer 2024.
