AUTHORITY and THE CITY
OF JEFFERSON, GEORGIA,
in the Superior Court of Jack-
son County, the same being
a proceeding to confirm and
validate $12,245,000 aggre
gate principal amount City
of Jefferson Public Building
Authority Revenue Bonds
(City of Jefferson Project),
Series 2023 (the “Series
2023 Bonds” or the “Bonds”),
to be issued by the City of
Jefferson Public Building Au
thority (the “Authority”). The
Series 2023 Bonds are being
issued by the Authority for
the purpose of paying (i) the
costs of acquiring, construct
ing, installing and equipping
a new 34,263 square foot
aquatic center containing an
indoor swimming pool with 24
swimming lanes, locker room
facilities, bleacher seating for
350 spectators, 3 multipur
pose rooms, 2 offices, and
1 concession/retail space,
which facility will be located
on the Project Land (as de
fined in the Installment Sale
Agreement) at 2495 Old Pen
dergrass Road, Jefferson,
Jackson County, Georgia,
as well as a parking lot to
be built at the corner of Old
Pendergrass Road and Old
Swimming Pool Road and
additional parking along Old
Swimming Pool Road (col
lectively, the “Project”), and
(ii) the costs of issuance of
the Series 2023 Bonds. In
said proceeding, said Presid
ing Judge will also pass upon
the constitutionality and legal
ity of an Intergovernmental
Installment Sale Agreement,
dated as of September 1,
2023 (the “Installment Sale
Agreement”), entered into
by and between the Author
ity and the City, and a Trust
Indenture, dated as of Sep
tember 1, 2023, between the
Authority and Regions Bank,
Charlotte, North Carolina, as
trustee, and the respective
rights, duties and obligations
of each of said defendants,
and any citizen of the State of
Georgia residing in the City of
Jefferson, or any other person
wherever residing who has a
right to object, may intervene
and become a party to these
proceedings. THE AUTHOR

FORMANCE AUDIT AND
