being a proceeding to confirm and
validate $12,245,000 aggregate
principal amount City of Jefferson
Public Building Authority Revenue
Bonds (City of Jefferson Project),
Series 2023 (the “Series 2023
Bonds" or the “Bonds”), to be
issued by the City of Jefferson
Public Building Authority (the
“Authority”). The Series 2023
Bonds are being issued by the
Authority for the purpose of
paying (i) the costs of acquiring,

foot aquatic center containing

facilities, bleacher seating for 350
spectators, 3 multipurpose rooms,
2 offices, and 1 concession/
retail space, which facility will
be located on the Project Land

Sale Agreement) at 2495 Old
Pendergrass Road, Jefferson,
Jackson County, Georgia, as well
as a parking lot to be built at the
corner of Old Pendergrass Road
and Old Swimming Pool Road
and additional parking along Old
Swimming Pool Road (collectively,
the “Project"), and (ii) the costs
of issuance of the Series 2023
Bonds. In said proceeding, said
Presiding Judge will also pass
upon the constitutionality and
legality of an Intergovernmental
Installment Sale Agreement, dated
as of September 1, 2023 (the
“Installment Sale Agreement”),
entered into by and between
the Authority and the City, and
a Trust Indenture, dated as of
September 1, 2023, between
the Authority and Regions Bank,
Charlotte, North Carolina, as
trustee, and the respective rights,
duties and obligations of each of
said defendants, and any citizen
of the State of Georgia residing
in the City of Jefferson, or any
other person wherever residing
who has a right to object, may
intervene and become a party
to these proceedings. THE
AUTHORITY HAS WAIVED
THE PERFORMANCE AUDIT
AND PERFORMANCE REVIEW
REGUIREMENTS PROVIDED IN
O.C.G.A. § 36-82-100 AND WILL
