Wrong-way driver dies in wreck
A wrong-way driver was
killed and another person
was injured after a wreck on
Hwy. 129 recently.
Jackson County Sheriff’s
Office deputies were ini
tially notified of a possible
intoxicated driver on Sep
tember 3. They found the
vehicle, a Honda Accord, at
the red light at Old Pender
grass Rd.
The driver, Richard Palm
er, 37, of Monroe, traveled in
the wrong direction on Hwy.
129 and several oncoming
vehicles had to avoid a col
lision. Palmer was reported
ly traveling at a high rate of
speed, at one point reaching
nearly 100-miles-per-hour.
A deputy lost contact with
the vehicle briefly, but then
came across a two-vehicle
wreck scene with a fire on
Hwy. 129 near W. J. Dills
Rd. (about a mile south of
1-85).
The front of the Palm
er’s vehicle was fully-en
gulfed in flames. Palmer
was slumped forward in the
vehicle and didn’t respond
to deputies. Officers were
not able to remove him be
cause of damage to the door.
Several officers checked
the man for a pulse and it
was determined he was de
ceased.
Palmer was not wearing
a seatbelt at the time of the
crash.
A woman in the other ve
hicle was alert, but wasn’t
able to exit her vehicle. She
was ultimately transported
by ambulance to Northeast
Georgia Medical Center
Gainesville with minor in
juries.

PUBLIC HEARING
The Jackson County Board of Commissioners will hold a pub
lic hearing at 6:00 p.m. on Monday, September 18, 2023, at the
Jackson County Courthouse at 5000 Jackson Parkway, Jeffer
son, Georgia, to consider the following matter:
1. The Capital Improvement Element (CIE) and Community
Work Program annual update that is required by the Georgia
Department of Community Affairs (DCA).
Documents and public hearing procedures are available for re
view in the Planning Division Office, of the Department of Pub
