A bill to prevent and punish the practice
of polygamy in the Territoiies of the Uni
ted States, and other places, and disaprov--
iug and annulling certaion acts of the leg
islative assembly of the Territory of Utah,
passed the House of Representatives in
Congress Tuesday sth iust., by a vote of
yeas J 49, nays 90.
Th?followlng preamble and resolution,
the Constitution says; was offered, on a
“resolution day” by the Representative of
that ordoious region, the Obeilin District
in Ohio, Mr. Blake, prengant with the very
essence and spirit of audacious abolition
ism : *
“Whereas the chatteling of mankind
and the holding of persons as property is
contrary to natural justice and the funda
mental principle. of our political system,
and is notoriously a reproach to our coun
try throughout Hie civilized world, and a
serious hindrance to the progress of re
publican liberty throughout the nations of
the earth! therefore,
“Resolved, That the committee on the
Juliciary be, and the same is hereby, in
structed to inquire into the expediency of
reporting a bill giving freedom to every
human being, aud interdicting slavery
wherever Congress has constitutional pow
er to legislate on the subject.
The Constitution says, that the Repub
licans tried to avoid a vote oil the resolu
tion, but the Democrats held them to the
issue. Sixty Republican representnthes
were thus forced to show the real spirit
and purpose of their faction by voting in
favor of unmitigated abolition principles
and measures. Among them will be found
the.names of the prominent leaders of the
opposition in the House—Grow, Sherman.

The blow was very hard at Marion Sta

it killed one negro and wounded four others

Phdat.elpliia Press, who occasionally tells
the truth, writes from Washington on tbe
lGcli instant:
‘A rumor, which 1 am disposed to be
lieve, after thorough inquiry, is in circu

Administration has advised and will sup
port the secession of the Southern dele
gates from the Charleston Convention,
khould Douglas be nominated. A Cabinet
Minister is said to have stated to a distin

days ago, that this scheme was arranged,
and he did not hesitate to add that it was
very far from improbable that the South
would take possession of the Union Con

der to array the Southern people against
Douglas, should he succeed in overcoming
his opponents at the National Convention.
You need not be surprised if this project
is carried out. That it is in contemplation
I do not doubt.
