DATE OF SEIZURE: 05/05/2020 PLACE OF SEIZURE: I-20 Westbound @ 132 mile marker VIOLATION OF LAW ALLEGED: DESCRIPTION OF SEIZED PROPERTY: 4 Bundles US Currency $9,900.00 CONDUCT GIVING RISE TO SEIZURE AND FORFEITURE: On 05/05/2020 I observed a Dodge Charger in front of me traveling west on Interstate 20 fail to maintain its lane. I executed a traffic stop on the vehicle and made contact with the occupants via the passenger side window. I asked the driver, Whitney Stanley, for her drivers license and she said she did not have one. I could smell the strong odor of marijuana coming from the vehicle. I asked the front seat passenger, Michael Beaty, for his license and he provided me with a South Carolina drivers license. I told Stanley to get out the car and come to the back of the car with me. While at the back of the car Stanley said they were trying to get to her grandmother. I asked where they were coming from and she said Conway SC and heading to Atlanta. I asked her what part of Atlanta and she said they had to meet her cousin on Panola Rd and then going to her grandmother. I asked her what hospital her grandmother was in and she said she did not know. I asked her what her cousins name was and she replied with “His name” and then with “My cousin?” She then said Adrian Brown. Stanley repeatedly said she was nervous throughout the stop. I asked her who the car belonged to and she said her sister rented it. I asked if her sister was in the car and she said no. I asked her when the last time they smoked marijuana in the car and she said about 15 to 20 miles back. I asked her if there was anything illegal in the car and she said no. I asked her if there was any large amounts of money in the car and she said yes. I asked her how much and she said $8000.00 and they were going shopping too. I asked her who the money belonged to and she said it was ours, we just got our money. I ran Stanley and Beaty's information through dispatch and while waiting on a response I asked her where the money was and she said in my bag in the back. I asked her who was in the back seat and she said her homegirls. I told Stanley she was stopped for failure to maintain lane and said it was probably because she was smoking marijuana and she said yeah. I asked Stanley how much money was hers and she said $4000.00. I asked her who the rest belonged to and she said the backseat passengers had $2000.00 each. I asked her if her fiance had any money and she said just whats in his pockets. I sent Stanley in front of the vehicle approximately 20 steps and told her to wait for me. I told Beaty to step out of the car and come to the back of the car with me. While at the back of the car I asked him if I could pat him down and he said yes. I felt a large bulge in Beatys front pocket and asked what it was. He said it was just money. He said it was about $1400.00. I asked him how much marijuana was in the car and he said none. I asked when the last time they smoked in the car and he said they have. I asked him if there was anything in the car I needed to know about and he said no. I asked him if there was any money in the car and he said yes. I asked him how much and he delayed his response as if to be thinking and then said 6 or 7 grand. I asked him where the money was and he said in a bag in the trunk. I asked him where they were heading and he said Atlanta. I asked what was going on in Atlanta and he said something about her (Stanley) aunt. I asked him if they were going to her aunts house and he said “Sort of.” I said “ You dont know where yall are going.” He replied “I dont give a damn." I asked him what he did for a living and he said he cuts hair, works at a hotel, and owns a lawn service. I asked him how much money was his and he delayed again and said $5000.00. I asked him how much was Stanley’s and he said a couple grand. I asked him how much was the other occupants and he said they save their money too. He then stated that all the money was his. I told him to go wait with Stanley. I told the back seat occupant that was behind the passenger, Tina Hines, to step out. I asked Hines where they were going and she said to pick up her clothes in Augusta. I told her she had already past Augusta and then she said she was just riding. She said I'm going back home to South Carolina. I asked her who the front seat occupants were to her and she said they were both her cousins. I asked her how much money was hers and she said its my money. I asked her where the money was and she did not answer. I asked her how much money was in the car and she said $10,000.00. I asked her how much was hers and she said $5000.00. She said she took it from her abusive husband. I asked her where it was and she did not answer. I told Hines to go wait with the others. I told the back seat passenger behind the driver, Kemetha Spain, to come to the back of the car with me. I asked her where they were going and she said she was just riding, she doesn’t know where they are going. I askedher who everybody was to her and she said her friends, she babysits for them. I asked her how much money was in the car and she said she didn’t know, she had . 17 cent in her pocket. I asked her if she had any money in the car and she said no. I told her to go stand with the others. I began a probable cause search of the car. I found 3 smart phones on the center console and a flip phone in the center console. I searched the trunk area where they said the money was located and was unable to locate the money. I called Beaty back to the car and asked where the money was and he said and he said it was supposed to be in the bag in the trunk. I called Stanley back and asked her where the money was and she said the same. A black mesh bag was located in the back seat area which contained a white sock with 10 bundles of US Currency in it. The US Currency was photographed and placed into an evidence bag. Also in the back seat was a black purse that belonged to Hines and contained a pill bottle with several different pills in it and a container with marijuana inside it. I also located a tray under the drivers seat in the back with marijuana residue and a peice of a marijuana cigarette. Beaty was called back to the car and asked who the phones belonged to and he said 2 were his and 2 were Stanley’s. He said the flip phone was his. He then said he was going to Atlanta because he had never been there. He then said they were coming to us. We asked what that meant and he said if he was coming from the other way then he could have been doing what we thought he was doing. Beaty was informed at this point that this was a civil matter and they were free to leave at any point. He was told we were seizing the money. He was asked if he had ever been arrested before and he said yes. He said he busted a few heads before. He was asked if he had been arrested for any drug charges and he said yes, a cocaine possession charge. He was asked how much money was his and he said $4000.00. He was asked how much money was there total and he said $9000.00. He was asked what Stanley did for a living and he said she was a manager at a hotel. He was asked what he did and he said he cut hair. He was asked if all the money was his and he said it was his and Stanley’s. He was asked if the other ladies had anything to do with it and he said they got their money. He was asked who they were to him and he said his aunt. He was asked what the name of his barber shop was and were it was located and he said “Fatty Tissue” and it was at his house. He was asked if he had a business license and he said no. He was asked when he last filed taxes and he said this year. He said I clean schools and doctors offices with my girl too, she’s the supervisor of a cleaning service. He then said he also works at Conway Rental Service. He was asked if the money came from the bank and he said no. At this time he was sent back to wait and Stanley was called back to the car. Stanley was asked what she did for a living and she said I clean, and she was the supervisor for JaniKing. She was asked how much she made an hour and she said $60.00. She said she cleaned offices and made $30.00 a peice. She was asked how much money was hers and she said $8000.00. She was asked how much was there and she said she did not know, her homegirl gave her hers to put with it. She was asked who was her homegirl and she reffered to Hines. She was asked if they withdrew it from the bank and she said no, it was on cashapp. She was asked when she filed taxes last and she said 2 months ago. We asked how she got it from Cashapp because you have to go through the bank to get your money and she said she passed it to her sister and her mother and they would withdraw it. She was asked how much money Beaty put in the sock and she said he didn’t put any in it. Stanley was sent back to wait with Beaty and Hines was called up to the car. Hines was read her Miranda Warning due to the narcotics being in her possession. She was asked whose pills and marijuana it was and she said it was hers. She was asked how much money was hers and she said not that much, $300.00. She was asked if she put it in the sock and she said yes. A property receipt was given to Beaty, Stanley, and Hines for the US Currency and also the flip phone. Stanley and Hines both signed the receipt and Beaty refused to sign. The US Currency was transported to the Greene Co Sheriff’s Office and a K-9 sniff was conducted with K-9 “Janco.” The money was placed into a paper bag along with 2 other empty bags. K-9 “Janco” was deployed and gave a positive indication and final alert on the bag which contained the money. This was confirmed by Lt. B. Moore who placed the currency in the bag. While making contact with the occupants of the vehicle, Deputy Adcock could smell the strong odor of marijuana coming from within the vehicle. A probable cause search of the vehicle revealed a package in the trunk of the vehicle that contained approximately 5 ounces of marijuana. Mr. Badger had $5,632.00 in his pants pockets and it was bundled in denominations for quick transactions. Said money is believed to be proceeds from illegal narcotic transactions and it is subject to forfeiture. DATE OF SEIZURE: 05/05/2020 PLACE OF SEIZURE: I-20 Eastbound @ 129 mile marker Greene County, GA VIOLATION OF LAW ALLEGED: VGCSA DESCRIPTION OF SEIZED PROPERTY: $1,177.00 U.S. Currency CONDUCT GIVING RISE TO SEIZURE AND FORFEITURE: ON 5/05/2020, I was patrolling on Interstate 20 east when I observed the vehicle in front of me change lanes from the left lane to the right lane without using a turn signal. I executed a traffic stop on the vehicle and made contact with the driver, later identified by name and DOB as Jaralyn Brown. I asked Brown for his license and he told me he did not have his license. I asked him if he had a license and he said they were revoked. I asked Brown to step out of the car and come back to the rear of the car with me. While at the car, I told Brown the reason for the stop. I asked him where he was heading and he said home to Dillion, SC. I asked him where he was coming from and he said seeing family in Atlanta. I asked him how long he had been in Atlanta and he said 2 days. I ran Brown’s information through dispatch and while waiting for a response, I asked him if there was anything illegal in the car and he said not that he knew of. I asked him if there were any large amounts of money in the car and he said no. I told him I wanted to search the car and asked him if I could search it. He said it is not mine. I explained to him as the driver you can give consent and he said he was not going to tell me I can search it, it’s not his. I called for Sgt. Paquette to assist me on the stop with K-9 “Oby”. While waiting for Sgt. Paquette, dispatch called me via radio with Brown’s information. He had 2 active warrants for his arrest. One out of South Carolina and one out of Pennsylvania. Sgt. Paquette arrived on scene and deployed K-9 “Oby”. K-9 “Oby” gave a positive alert to the odor of narcotics on the passenger side. A probable cause search of the car was performed. A small brown baggie with a hard white substance which appeared to be cocaine inside it and a half of a pill which appeared to be Ecstasy on the center console. I also located a black plastic bag in the center console with 4 sandwich baggies full of Ecstasy and a vacuum sealed bag containing cocaine. Brown was placed under arrest and handcuffed behind his back. Brown had $1,177.00 in his front pants pocket. The money was counted in front of Brown twice and placed into an evidence bag. The cocaine was placed into an evidence bag as well as the Ecstasy.
