Supreme Court Reverses the Late E
W Beck in Crawford Case,
In she case <d Crawford vs South rn
Railway Co., suit for damages for neg
ligently killing Jewel Crawford in
Griffin about two years ago, the su
preme court says that a child four and
one half years old cannot be guilty of
contributory negligence, and the qusa.
lion of the negligence of the engineer
on the engine is one for the jury.
This case was tried in the City court
of Griffin abaut one year ago, before
the late Judge E W. Beck, who dis
missed the case on ’demurrer filed by
the railway company, on the ground
that the petition for damages did not
sufficiently charge negligence on the
part of the engineer.
The supreme court reverses Judge
Beck, and holds that all these
questions should be submitted to the
jury. The case will eland for trial a
the next June term of the City court
before Judge Hammond.
Revival Services
Revival services will begin at the
First Methodist church the first Sun
day in May, conducted by the pastor,
aieisted by Rev. J. B. Allen, pastor of
Paines Memorial Church, Atlanta.
51 r. Allen is a fine preacher, a success
ful pastor and revivalist, and withal a
warm hearted, genial gentleman. I
feel sure our people will be pleased
with him and sincerely trust that his
visit to Griffin will be a blessing to the
entire community.
The public will be gratified to learn
that we have secured the service of
Charles D Tillman of Atlanta, to con
duct the singing Mr. Tillman needs
no introduction in Griffin. He was
here a few years ago and assisted in a
revival meeting. He has no competi
tion in singing, and it goes without
saying, that he is the sweetest singer
in Israel. C. 8. Owen, Pastor.

Not Friends Apparently.
The declaration of Mr. Croker on
the witness stand that about all of the
corruption in municipal affairs in
New York city is traceable to Mr.
Platt, the Republican boss of New
York, and bis request that Mr. Platt
shall be put on the witness stand can
hardly be ignored by the investigat
ing committee. Mr. Croker practical
ly accused Mr. Platt of being at the
bottom of all of the municipal wicked
ness in New York.
Holding the prominent position
which Mr. Croker does it is difficult
to gee how the investigating commit
tee can refuse to notice the charge he
has made against Mr. Platt. If it
should ignore it the effect of the in
vestigation would be lost, even if the
testimony should show that Tammany
is guilty of the greater part of the
charges brought against it. Now
while investigations are in order let
the boss of the Republicans, as well as
the boss of the Democrats, be put on
the inquisitorial rack.
There are grounds for thinking that
there is foundation for the charges
which Mr. Croker made against Mr.
Piatt It would not be surprising if
Mr. Piatt suggested the appointment
of a committee to investigate Mr. Cro
ker for the purpose of hiding some of
his own schemes Before the inv<sti
gation is ended there may be revela
tions which will afford as much satis
faction to the Democrats as the ques
tioning of Mr. Croker and his lieuten
ants has furnished Republicans.

COL. N.J HAMMOND DIES
Distinguished Georgian Passed Away
This Morning.
i Col. N. J. Hammond died suddenly
■ at his residence on Peachtree street
this morning at 3 o'cloek.
Tbe death of the distinguished Geor
gian was dua to heart trouble, induced
to a great degree by a cold contracted
on April 23d, while addressing the
graduating class of the Atlanta College
of physicians and surgeons. Since then
be has been confined to his room, and
his physician, Dr. W. 8 Kendrick, has
been constantly in attendance at his
bedside.
No fear was entertained last even
ing for the distinguished sufferer, and
tbe end, which came this morning,
was as great a ehock to those near
him as the announcement of his death
will create throughout the entire state.
Dr. Kendrick left the Hammond
home last night at 10 o’clock, after
paying a visit to the sufferer, and he
himself entertained not the least idea
that Colonel Hammond would pass
away before morning.
Colonel N. J. Hammond was sixty
five years of age, and during his ling
service for the state and in tbe profes
sion of law, achieved a reputation that
marked him as one of the foremost of
Georgians
Tbe news of his sudden death will he
be received with sadness from one end
of the state to the other. —Constitution.
The Dollar Dinner.
If it was the purpose of the mana
gers of the dollar a-plate dinner in
New York, Saturday night, to burles
que tbe Tammany len-dollar-a-plate
dinner, and political dinners in general
the affair was a great success. Al*
though, by some peculiar mischance,
it failed to appear in some of our Geor
gia exchanges, the faithful Associated
Press reporter informed tbe readers of
The Telegraph that “all kinds of people
were there, dressed in al) kinds o'
clothes,” and that “white men elbowed
with colored men and white women
with colored women,” There were
also “four Japanese and three Chinese’’
there.
This was Democratic simplicity run
mad.
We thick it would be a very sensible
thing for the negroes of the South ta
follow Booker Washington’s advice
and co-operate with the Democrats,
but Southern people will draw the line
at mixed banquets where “white men
elbow colored men, and white women
with colored women.” If that is the
price to be paid they will ask to be
excused.
Jackson was known as the “great
unwashed,” but he never attended a
dollar dinner like this one, where black
faces and white, yellow faces and
brown mingled on terms of equality.
To depart from the old principles
and practices of the party once —to
cut loose from old beaten paths—
means usually that extremes and ex*
cesses will be reached before reform
can come. It seems to us the limit
has been reached. The vocifeioue
cheers at the mention of the name of
Henry George was itself a warning
that the party is heading in the wrong
direction.
Wo are forced to conclude, since the
two dinners have pul ed off, that if
there is any Democracy left in New
York city it will be found ir. the Tam
many organization, and Mr. Bryan
made a great mistake in refusing to
accept .heir invitation to speak before
them, since they offered no sort of sug
gestion as to tbe color or tenor of his
speech. Il was tantamount to an olive
branch be cast to the ground and
trampled upon. No Democrat can be
elected president of (he United Stattl
who slaps Tammany in the face, and
who allows himself to be groomed by
the element which cheered Bryan and
George in the same breath Saturday
night.
The very paramount considerations
which make the Democratic party of
the South the solid, united white man’s
party, were trampled upon cn this oc
casion. Cast these considerations to
the wind and there is no longer need
of a contention for white supremacy,
and no longer a solid South. —Macon

CUBAN BANDIT CAPTURED
Major Harrison Has a Hand to Haad
Encounter With Him
Washington, April 20 —An inte
resting story reached ti e war depart
ment from Santiago today, about a
hand-tc-hand encounter tetr.ten M i
jor Duncan B. Harrison of the Ninth
Immunes »nd Prudencio Breal, a noto
rious guerrilla chief, commonly known
as Troeon, or big Stump.
Breal's gang of bandits had killed
Andrew Gatlshalk, a teamster, and
Major Harrison, with seven men, was
sent to capture tbe gang. The Ameri
cans, mounted on mules, overtook the
gang near Santa Anna after two days’
trailing.
In the fight which occurred two
bandits were killed and three wounded.
Tbs rest fled, but Harrison and his
men caught Breal and some others.
Breal showed tight. H-v is a negro
6 feet 7 inches tall. He clinched with
Harrison, who is something of a giant
himself. Harrison bore the bandit to
the ground and bound him, with the
assistance of others.
It was found that Harrison had been
shot in tbe leg and he suffered severe
ly during the ride on a mule’s back to
Santiago, seventy miles distant.
On the return trip two of tiie cap
tured bandits were identified as the
men who bad killed Gatlshalk. They
attempted to escape and were killed.
Breal is known in Santiago province
as the executioner. He boasts of hav
ing killed 103 Spaniards and several

GEN OTIS’ FORCE.
He Will be Given 27.000 Regulars to
Pacify the Philippines-
Washington, April 20—The war
department will increase Gen. Otis’
regular force to 27,000 men, to take
tbe place of the volunteers who will be
brought home as soon as transporta
tion can be provided. At a conference
yesterday it was decided that the vol
unteers should be returned in the or
der of their arrival at Manilla and
Gen Olis will bo so instructed.
President McKinley, Secretary Long
Gen. Alger and Adjutant Gen Corbin
were at the conference. General Otis’
latest cablegram descriptive of the
condition of the Philippines was care
fully considered and it was concluded
to accept bis estimate of the military
needs of the case, so that as he has
already indicated that his present army
is sufficient for the purposes he has in
view, the decision is tantamount to a
resolve to avoid recourse t > the addi
tional volunteers.
Brigadier General George W. Davis
will succeed Gen. Henry as governor
general of Porto Rico. Davis is a lieu
tenant colonel iu tbe Ninth Infantry,
in the regular service and is at present
serving on the court of inquiry.
Another change of importance is ex
pected shortly. When Gen. Shifter
retiree in October, be wiil probably be
succeeded in command of the depart
ment of California by Gen. Brooke,
and Gen. Wade will succeed Gen.
Brooke as governor of Cuba. Gen.
Wade will eventually become c m
manding general of the army.
