reason why the treasury department
shouldn’t issue gold certificates. The
act of June 12, 1882, authorizes the
Secretary of the Treasury to accept at t
the treasury in Washington or at any !
sub-treasury, deposits of gold in sums '
of S2O or upwards, and i.-sue certificates
for the same in denominations of not
leas than S2O, but directs him to sub
pend the issue of such certificates when
the amount of gold in the treasury
falls below $100,000,000.
During the term of office of Secre
tary Carlisle the go diu the treasury
fell bslow that sum, anil he suspended
the issue of gold certificates But theie
is no reason now why the issue should
not be resumed. The treasury is full
of gold, it having re than $200,000,
000 of it. It is said, however, that
Secretary Gage baa doubts about his
authority to issue certificates It is i
difficult to see why he should ba troub-1
led by such doubts The law seems to I
be very clear. »The authority to bus- |
pend the issue of the certificates car
ries with it the authority to resume
the issue of them.
The output of gold is steadily increas
ing. In the year 1887 it wag only
$105,000,000 for ths whole world. Last
year it was nearly $288,000,000. The
director of the mint estimates that it
will be more than $310,000,000 for
this year, and that it will come very
near being $400,000,000 next year.
Owing to our enormous exports we
are getting a very large share of the
world’s gold. More and more of the
metal will appear in circulation unless
some method is adopted for putting
paper money in circulation to repre
sent it And it might ba advisable for
Congress to authorize the issuing of
gold certificates of a denomination
less than S2O. Certificates of the de
nomination of $5 would be a great
convenience to the people.
Silver in dimes, quarters and halves
is a necessary currency, but most peo
ple prefer silver certificates to silver
dollars It would be a popular thing
to do to put in circulation silver cer
tificateo of small denominations in
place of some of the silver dollars
winch are so burdensome to carry,
