Another Cotton Mill.
By the end of 'his year there will be
four largo cotton mills in operation in
Grillin—the Kincaid Mil's, the Gritlin
Mills, the Spalding Cotton Mills and
the Rushtoo Cotton Mills.
The Spalding Mills received their
charter last week, and the Rushton
Mills will get their’s as soon as the
necessary publication has been made, i
They will not wait on that, however
and have already bought the brick for
the building and are having side tracks
run from the Cential railroad to Lyn
don Lake, where the factory will be
located.
While most cities of the country and
especially of the s. ,uih, are complain
) ing of hard times the local capitalists
. of Griffin will have put, within one
year, $450,000 in cotton mills, .to say
[ nothing of several small enterprises of
a few thousand each.
Griffin is not on a boom which is
liable to collapse at any moment, but
is on a steady growth which promises
to double her population within the
next few years.

“I was greatly amused,” said a Now
Orleans citizen who has lately made a
visit abroad, “to notice bow the terra
‘Yankee’widens in application as one
gets further ami farther away from the
habitat of the real thing.
“In Now York a Yankee is common
ly supposed to 1 a native of Connecti
cut, Vermont or Massachusetts, and I
have noticed th:. ho name is applied
to mean skinflints rather than to the
people in general. In St. Louis a Yankee
>s understood loosely to be any one from
the extreme northeast. Here in New
Orleans the term includes pretty nearly
everybody above Mason and Dixon’s
line—in short, ‘northerner’ and‘Yan
kee’ are more or less synonymous.
‘‘Now conies the really absurd part
of it, although quite in lino with what
I hgye just remarked. While I was in
London I found myself continually re
ferred to as a ‘Yankee’ by natives who
had learned I was from New Orleans.
‘I think you Yankees are very charm
ing people,’ said a big wholesaler who
wanted to be extra pleasant. ‘I know
several from your state. ’ I tried to ex
plain at first, but I soon got tired of
that. I was sure to be greeted by a stare
of amazement. ‘But I thought all
Americans were Y'ankees, doncher
know, ’ would bo the usual protest.
‘‘Later on I met a very intelligent
hotel keeper at Bern, in Switzerland,
and in the course of conversation ho re
marked that he had an extremely agree
able countryman of mine staying at his
house the previous season. ‘As you are
both Yankees,'he said, ‘you may by

An Ordinance
Be it enacted by the Mayor and ( <iti<
of the City of Griffin, and it is hereby in
acted by authority of the same
1, That it shall bi unlaw! >1
son or persons to ride a bicycle, tricycle, I
tandem or other vehicle propelled by' the j
rider, upon any sidewalk within the limits ;
of the City of Griffin.
2, It shall be unlawful fir any person :
or persons to ride any such vehicle named |
in the city limits of the City of Griffin, I
without having on such vehicle a hell or |
gong, in good working order, and all per- I
sons are required, when approaching street I
and sidewalk crossings, corners of blocks, I
and sudden turns in streets, in the 'city '
limits of the City of Griffin, to ring said |
bell or gong, so that sufficient notice may ■
be given to persons of their presence, and I
all persons riding such vehicles are re- i
quired to ring their bell >r g

3. It shall be unlawful for any person J
or persons to ride any such vehicle named, 1
at a greater speed than six miles an hour
within the lire limits, and at a greater!
speed than ten miles an hour outside of!

of the City of Griffin.
4. It shall be unlawful for any ; ertoti
or persons, riding such vehicle named, af
ter dark, within the limits of the City of
Gritlin, without having thereon a lighte l
lantern, displayed conspicuously on the
front part of said vehicle, so that the light
of said lantern will be cast In front of the
direction said vehicle is moving.
5 In all cases of injury to any person :
or persons resulting from a collision be- j
I tween such person or ] r.-ons, and any
bicycle or other vehicle propelled by the ;
rider, the presumption shall be that such s
injury was the result of negligence of the i
person or persons so propelling such ve- ;
