WASHINGTON LETTER.
>
Wa-iiixotoN, Feb 24.—The demo
crata in Congress stand b bind the
plain words of Senator Cockrell against
the bill for a large standing army,
which Mr McKinley is trying to jam
through the Senate, ami they believe
that the rank mid file of the parly
stand behind them Mr Cockrell said:
“We will give you every man am!
every officer that is necessary, but we
are not willing at this short ression to
fasten upon the country a standing
army of 100 000 men ami to increase
the expensi 8 of the people by millions
of dollars We are offering everything
that is fair and just and right. We
have no disposition or intention to
force no extra session of Congress, and
we say to you that every bill that legi
i timately and of right ought to be a
, law can bn passed at this session. If
ati cxtra m ssh n is called, it will he
solely for the purpose of fastening
upon the people a standing army of
100,000 men ” That is a fair and
s’riightforward statement of the atti*
1 tude of the Democratic Senators, who
• are being accused of holding up the
t government. They are not holding
. ti[> the government, except in the
I sense of helping it to be true to the
? people The war luxes are likely to
g have to be paid until a democratic
Congress anil administration is select-
I ed, and there will either have tube
, more taxes or more bonds, unless the
i) extravagant policy of the administra*
tioti can be headed off or curtailed.
3 Senator Procter has been credited
> with getting more than bin share of
1 army appointments and promotions
under the present administration.
, Therefore it was a little surprising
, w hen he made a speech jumping all
. over the method by which army pro
motions and appointments are made
on “pull,” instead of merit. He knows
the subject, for, in addition to getting
commissi.uis on '‘pull,” he issued them
on it when he was secretary of war.
’ Army officers will know how to appre
’ ciate his statement that little consider
ation is giver to applications for pro
motion on merit, because the demand
f of some Senator or Representative for
■ the pl .ee must be complied wi h.
1 | Tiier» is no doubt about the evil of the
[.resent sytiem, not oul;. because it
I [nits unfit men into responsible mill*
- lary positions, but because it has a
general demoralizing f fleet upon Cum
, grese. It is well known that Secretary
. Alger mur.z’ed a number of Senators
, and Representatives with army pat
ronage.
Senator Mitchell, of Wisconsin,
made a tb.cided hit in his speech
against, the Hull army bill, by declar
ing that he wished to confine any in
crease in the army to‘ the United
State.- [.;..[ : r u:.d not extend it to the
