Our naval strength is I not balanced. We lack essential I elements, including mine-laying sub i scout submarines, scout, i cruisers and certain modernized I equipment on board our capital I ships. Our mission is now to i create a balanced and adequate | treaty navy. We will undertake no building plans in the unrestricted classes which might be said to re open naval competition, but v.? must endeavor to put ourselves on a parity with the ratio allowed us. Os course the prime reason for a navy is defense Our navy is the shield wrich prevents an' enemy from striking at our vitals. It is also the right arm of the State De partment, visualizing and translat ing its policies into action. "But as ;.n aid to civilian pro press the navy also is a tremendous’ 1 actor. Andrew Carnegie once said that the navy was responsible for the development of the vast steel industry in this country. "The navy was the paren toi the terrific radio development of the past few years. The first broad casting was done by the navy from Arlington as long ago as 1905. The development of radio has been in no small part due to the constant experimentation of the navy. "The same in aircraft. Army p ■ navy experimentation and de velopment of aircraft for civilian uses. I look to the day when' air craft will be a tremendous com mercial a.sset, and the navy and army more than other agenccies are bringing that day forward. Along the whole path of our pro gresss, it is astouding the number of milestones that haye been check ed oft' iby the navy. While defese has been the prime object, the civilian byproducts that have re sulted from naval experimentation and study have in themselves been worth our whole naval expenditure. “The lesson of Navy Day?
