WEDNESDAY AFTERNOON, APRIL 9, 1924 BOWEL”- Os DM HIDE DIG WEALTH Fortunes Be.ng Plowed Over in Agricultural Pursuits, Says Noted Engineer ATLANTA, April 9.—That the mineral resources of the South are enormous, though comparatively untouched, great wealth being plow ed over in agricultural pursuits, is the statement of Dr. Henry Mace Payne, distinguished consulting en gineer, who is making a survey of Dixie’s agricultural wealth for the American Mining Congress Georgia will be surveyed by Dr. Payne before he completes his re port, which will be published by the Wash ingtorj headquarters of the American Mining Congress. It is announced that he will make his headquartes in Asheville, N. C, during his survey. Dr. Payne is 'consulting engi! r<eer f or important financial inter ests in its operation of mines in Mexico. Before the war he went to Russia as consulting engineer for a British corporation operating gold fields in Sibera, and later became consultant to the Czar of Russia, still continuing operation in Siberia. These gold fields, he stated, are by far the richest in the world and were extensively op erated during the war. Since the < advent of the Soviet regime little is known as to their condition. “At least a generation will pass before Russia again resumer a semblance of normality,” said Dr. Payne, “due mainly to the fact thas under the Czar the population of that vast territory w as 98 per cent illiterate, and the remaining 2 per cent are now either dead or in exile. “While no man can p rbphesy as to what will eventually become of Russia, it is not unlikely that all of Eastern Russian will combine with Germany intp one couhtry! and t he territory 1 ying btween the Ural range and Lake Aral will be all that remains strictly Russian. Siberia may eventually be incor jorated with Japan.” CRIPPLE ARRESTED ON LIQUOR CHARGE COLUMBUS, April 9.—Alleged to have had in his possession five half pints of whiskey, Will Davis •of the Girard section, was arrested on a charge of violating the prohi bition law by city police detectives. Three other states cases were made by the police last night. The de fendants will be given preliminary hearing in the recorder’s court this morning. Davis, who is a cripple was ar rested near the corner of lO'h street and First avenue by Detec tives Fred Deadwyler, W. E. Put nam and J. B. Hart.
