HUNT NEA Service Writer WASHINGTON, Sept 30.—Six teen out of every 100 residents of the District of Columbia were ar rested for something or other in the last year. These are official police figures. « They mean another investigation when Congress convenes Congress is the district’s city council, or board of supervisor* It is conceded by everybody that something must be the matter with any place where nearly a fifth of the entire population gets put in jail >n the course of a year. Congress will be asked to find out what the matter is. • # • The statistics mean more than may appear at first glance. For every adult male resident of the District there are four and a fraction women and children. (Just waht the fraction repre sents the census bureau doesn’t say —persons, perhaps, who have had their tonsils, adenoids or appen dices removed. So most of the arrests must have been made among a fraction less than one-sixth of those wno live in Washington and its environs. TaUe that into account, and ii becomes apparent that a grown-up male resident of the nation’s capi tal has quite a job on bis hands to keep out of the law's clutches at least once a year. * » * A large proportion of the arrests were for misuse of the automobibe. This suggests the question of plans for reducing the number of motor cars fatalitties. And this, in turn, leads up to the interesting, if pessimistic, conclu sion of the Washington police that though such tragedies may be re duced in number, a heavy automo bile death roll is inevitaable, any way -The Washington police theory is that the public has come to accept auto deaths as a development of the times. Science can prolong life for awhile. It can fight the while plague. It provides vaccination. It has se- I rums against diphtheria and ty- I phoid. The X-ray is efficacious in j cancer cases, sometimes. , But science can’t avert death, from some cause or other, in the end. Just so with the automoblie. It may be regulated a little but it will do its work ultimately. SOUTHERN COTTON INVESTORS WARNED NEW YORK, Sept. 30,- —The New York Cotton Exchange Monday night issued a statement warning investors in the South of’the danger as losing millions of dollars in the next few months due to the opera tions of irresposible firms who are flooding the mails with literature describing large profits to be made by trading in cotton at this time. Last year, the exchange estimated so-called cotton brokers of this typo fleeced the South of more than .$5,- 000,000. In an effort to prevent a repeti-; tion of such losses, the cotton ex change, in co-operating with local au thorities, is warning traders in the South to make certain of the stand ing and responsibility of cotton bevk erage firms before entrusting mon ey to them. GA PUREBRED JERSEY BREAKS STATE RECORD ATHENS, Sept. 30. — (By The Associated Press) —According to F. W. Bennett, professor of dairy hus- I bandry at the State College of Agri -1 culture, and supervisor of advanced registry in the stae, “Maid’s Little Sue,” a pure bred Jersey cow owned by J. H. Hooks, of Warthen, has broken the state record for produc tion and has qualified for the silver medal offered by the American Jer sey Cattle Club. When the new champion was one year and eleven months of age, ac cording to Mr. Bennett, she was put on a test, and in a period o£ 365 days produced 555.39 pounds of butter fat and 10,084 pounds of milk. She produced in excess of forty pounds of fat in every com plete month of the test, reaching the peak in the ninth month when the yield was 51.64 pounds. With her record, “Maid’s Little Sue thereby becomes the Georgia Jersey Champion, undo# two years of age, superseding Raleigh’s Lily North, owned by J. 11. Humphries of Acworth, that held this honor with her record of 528.89 pounds of but ter fat. The herd of J. H. Hooks of War ten is said to be one of the finest in the state, a number of his animals now holding state records and raid ing with the best producers in the country, according to Mr. Bennett. HUNS BECBFB For 15 Years He Had Refused to Utter a Word Bare ly Escaped Rope STOCKTON, Calif., Sept. 30. “Silent” Carson, former notorious bandit, is dead. He died maintain ing the silence he had preserved for fifteen years and which had saved him from the gallows. Charles Carson, whose real name was Corcoran, had a long prison record, beginning in New York, when he was 9 years old. Other terms in prison followed. Whije confined in the Folsom, Calif., peni tentiary in 1907 he was one of se ven convicts who captured Captain John R. Murphy and Gurad Jolly and used them as shields in an at tempted escape. Murphy and Jol ly, as well as all of the convicts were wounded, four of the prisoners fa tally. Carson was sentenced to be hang ed for his part in this affair and in September, 1909, while occupying, a cell in the condemed row, waiting execution, he suddenly stopped talk ing. No intelligible word ever was heard to pass his lips again. He was subjected to many tests by alienists and finally in January, 1913, was declared insane aand com mitted to the hospital for the insane here, where he died Wednesday. The insanity verdict provided that if he ever recovered his santity, the sentence of death would be carried out. Even the announcement in February, 1917, that Gov. Hiram W Johnson had commuted his sentence to life inmprisonment in case of re covery, failed to bring a single syllable from him.
