EPRESENTATIVES of many state and municipal govern ments, of organizations and of agencies directly interested in finding tome way to reduce the ever-mounting number of automobile accidents are at tending the great national ©I it conference which Secretary of Commerce Herbert Hoover has called to aid in solving the problem. “Stop this now I” is the keynote. Out of the conference it is hoped may come some corrective measures upon which all may agree as worthy of com mendation to the nation for adoption. Startling accident statistics and data have been compiled and laid before the meeting by a Committee on Statistic. 1 ; appointed some time ago by Mr. Hoover. Os this committee W. M. Steuart, Di rector of the United States Census, is chairman, and Dr, Julius 11. Parmelee, Director of the Bureau of Railway Economics, is secretary. Estimates of the number of persons killed in motor car accidents in 1923 vary from 15,700, the figures given by the National Bureau of Casualty and Security Underwriters, to 16,452, given by the Hoover Com mittee. These do not include auto acci dents resulting from collision with trains and street cars. These accounted for 2,268 other deaths in grade crossing accidents and for 2,006 in street car Smashes. The present year now indicates also that there will be more than 2,000 more deaths from the auto peril than oc curred in 1928. The increase in 1923 over 1922 amounted to 2.776. The number of those seriously injured, Jn addition to the fatalities, is estimated in the hundreds of thousands for the Ulagle year 1923. Holland, President of the Independence Indemnity Company of Philadelphia, which recently conducted a nation-wide prize contest among insurance ir.en for the best suggestions, and the other by the Traffic Planning and Safety Com mittee of the National Automobile Charobe' of Commerce, of which George M. Grahaea, of Cleveland, is chairman. The three plans for reducing automo bile accidents winch resulted from the prize contest conducted by M■. Cawieron, Managing Director of the National Safety Council, Chicago. The plan which won the first prize of SI,OOO provides for three major reme dies, education, regulation and punish ment. Eveiy means of instilling not only drivers but every one, including school boys and girls, with the idea of caution and precaution should be em ployed. Standardization of regulations, uniformity of signals and fixed signal equipment are urged. The author of the plan advocates sterner measures of punishment for violators of laws and regulations. A better regulation of city traffic, ap plication of traffic regulations to pedes trians as well as to drivers, teaching traffic rules in schools, severer tests for auto drivers and the enlistment of en gineers in devising new means of traffic facility were included in the plan which wen the second prize of SSOO. Only two ways to reduce auto acci dents, through emphatic enforcement of present regulations and some outstand ing yet practical appeal to human e no tions were declared to be the answer to the problem by the winner of the Ihird prize. From the Traffic Planning and Safety Committee of the National Automobile Chamber of Commerce come eleven corrective suggestions. This Committee, like the prize winners, lays emphasis upon the need for wider education in traffic matters and in the importance of caution. The committee first advocates more f.-.-quent presentation of accurate statis tics about auto accidents, in order that the causes of a»- idents m>» So better known.
