T. McMath, The ballot box is sealed and printed ballots will be furnished without cost. Voters are cautioned to cast only one ballot and to number that, ballot before depositing it. Next, we find this paragraph: Voting will continue until 9 o clock, July 19, at which time three representative Americus residents (preferably Col. W W. Dykes, L. T. Turner and Mrs. R. C. Moran) will be selected to count them and announce the re sult to the Mayor and Aider men of Americus, Sumter Coun ty’s Representatives in the Gen eral Assembly of Georgia and the State Senator from this Sen atorial District. The use of his name in the cir cular evidently has. caused Col. Dykes some worry and maybe loss of sleep for on July 4th he mailed us a letter which appears further down in the article. The circular then jumps from white way lights, street, paving and criticism of the Mayor and City Council to tax assessments, for at the end we find these paragraphs: If a house recently built on Lee street in Americus at a cost of some eighteen thousand dollars is passed at thirty-five hundred dollars, and one on Taylor street that cost some forty-five thou sand dollars is passed at six thou sand dollars for taxable purposes) (and this is high enough for such purposes) then the County Tax Assessors will, it is felt, re duce all other property' in the county a like amount when re quested to do so. The city is not hard up for good Assessors this year, ami . none of them have been camou flaged to become qualified. They will regard their oaths, and will be fair alike to Catholic, Jew, Protestant and Negro. They meet next week. If in their opinion a Catho lic’s property should be assessed at from 15 to 25 per cent of its real value for the purpose of taxation, they will, in all fairness, assess all other property, includ ing even furniture, a like amount. They will expedite business, in stead of draw per diems, and if a property owner enters an ap peal from their decision as to the taxable value of his property, they will not first camouflage the city’s arbitrator before they appoint him. Their minutes will be kept in a business-like man ner. The issuance of the circular em bodying his name doesn’t exactly suit Col. tV. W. Dykes, for on July 4th he mailed this letter to the Times-Recorder: July 4th, 1925. Editor Times-Recorder, Americus, Ga. Dear Sir, Requests for explanations from different friends today, about a dodger appearing on the streets, in which my name appears as one of three proffered to count ballots on Sunday morning, July 19th, have been coming so rapidly, will appreciate jt if you will give me sufficient space in your columns to reply to them. I never heard of a Tax Payer’s meeting at which any such paper was authorized; have never been consulted*about anything appear ing in such paper; am not re sponsible for same, and my name was connected with it without mv knowledge or consent, and I will not participate in the contemplat ed election nor counting the bal lots. The people of Americus are to be congratulated with the pro gress made towp.rds installing a white wav. and should have the • united sunport of everybody in other efforts which means pro gress, 1 personally know that the Boards of Equalizers for the County of Sumter and the City of Americus are, and have been, men of the highest integrity, and have ever shown a spirit of being fair and just to all people alike, and certainly there can be no cause for alarm. Yours very truly, W. W. DYKES. The only trouble with the circu lar is that it doesn’t stick to facts. The logician who composed it must ■have been suffering with a case of acute indigestion, for he says “If passed will tax all property owners to maintain a special and very ex pensive lighting system for a few property owners. Probably the writer of the cir cular doesn’t know what is a white way. Maybe he’s got mixed with a MID WAY. In the first place the white way posts, lamps, etc., are to be paid for by the abutting proper ty owners, and the current will be paid by ALL th* citizens subject to city taxes, whether they be property owners op -no, the same as they nojar for other street lights. The white way is NOT for the benefit of a few, but like other street lights, they are there to light the city for every man, woman and child—black, yellow, red or white. As to the charter amendment to change the method of paving,- no such document has been drawn and our representatives in the Legisla ture have not been asked by the city to draw or support such an amendment. r There was a time when we got along with no lights on our streets. Then came the old lamp post with a kerosene burner on top. When electricity came into gen eral use we hung electric lights over tl.e center of our streets at the intersections and the gas lamp post was no more. The last step in the march of progress is the whiteway, with a lamp every 100 or 200 feet. These have displaced the hanging globe in the center of the streets and at the intersections. Swiftly moving au tomobiles and greater congestion of people have made more light and better light necessary. Merchants have decorated thejr wondows and the rich man and the poor man gather his family about him in the evenings and go window shopping, or he drives about the streets in a slowly moving automo bile. There is not a city of any conse quence in America but boasts its white way. Most small cities have them, many cities vastly small er than Americus. In the minds of the public the white way is a mark of progress. The city without paved streets is but little less progressive than the city without its white way. It affects the value of every piece of property in its bounds. There was a time when people traveled by rail. Then one never know what a city might be for the trains usually skirted the cities and towns, but to day people travel by motor and anjong the first things they look for ah they motor through is paved side walks and streets, parks, well kept public buildings and adequately lighted streets, with the business section aglow with a white way Turn over, judge you are sleep - ing on your back.
