It will be called to order at 10 o'clock in the Hall of the House of Representatives, by President W J. Xorthen. After prayer by Rev. J. B. Haw thorne, the roll of delegates will be colled. Then, after the reading of the minutes, the report of the com mittee on charters will be iu order, The outlook Is that there will be a large attendance, and that It will be a serious-minded and business like body. President-elect J.O. Waddell, of the State Agricultural Society, Is here arranging for tfce meeting the society at Savannah, Feb. 11th Governor Xortheu, President, and the other old officers go out while President Wadd9ll and the new vice-presidents and ten new executive committeemen are to be installed. Three more contested election notices were served on the governor this morning. M G. Kirkland contestant for tax collector, and A Stok?s for tax receiver, both in Miller county. The other office is that every sin gle county office in Jefferson coun ty, for which there was an election Wednesday will be contested. The following circular has been Issued with reference to the pen stoning of Confederate widows. The matter it one of general in terest: State of Georgia, Executive Department, Atlanta, Ga..Jan uary 8,1891.—In answer to numer ous enquiries, and in order to ex- plalu the law pensioning certain widows of Confederate soldiers, the following points are mentioned: 1. The law provides a pension of $100 |>er year. 2. The pension year will begiu on the 16th of February, 1891. 3. The payments will be made upon proper proofs presented to the executive department, iu com pllance with the laws and forms to be furnished through the ordina ries of the state. 4. Tliese blanss will he prepared during the latter part of March, and sent to the ordinaries. 5. The payments will begin about the 1st of April, 1891, and will be for the pension year ending Febru ary 15th, 1892. 6. The pension is only payable to certain classes of widows. (a) Those whose husbands were killed in service. (b) Those whose liusbaudsdied in the army of wounds or disease con tracted in the service. (c) Those whose husbands went to the arny and have never been heard from since the war. (d) Those whose husbands were wounded in the arny and have since died from theetlects of the wounds, (e) Those whoso husbands con tracted disease in the service, and who, after the war, died of the dis ease caused by the service. No widow is eutitled unless she was the wife of the soldier dur ing the war and baa never remar ried. The law does not provide for anyone living out of fthe State of Georgia, or who did not live in tho State at the date of the act. 9. The facts to establish a claim must be substantiated by the testi mony of three witnesses who per sonally know of tho enlistment of the husband and his death, and tha immediate cause of the death. 10. Widows who bavo married since the service of their husbands In the army «re not entitled. 11. There is no need of employing a lawyer or other agent to attend to these claims.
