In what the City Fathers dis
cussed, nflered resolutions upon and
voted upon and tbe matter stands
now as it did when started.
All the members want reports
and an examination to he made
and they only differ in the manner
in which it should be conducted
There were some spicy speeches
made last night, hilt with no re
sult.
It will be remembered that two
weeks ago the city council passed a
resolution making a commission of
K. J. Kldridge, U. B. Harrold aud
M, H. Council to look into and re
port upon the city books. It will
also he remembered that one week
ag) this action was reconsidered,
and the matter was put back to
where it started.
Those who opposed the appoint
ing the above commission did so
not because they did want an ex
amination, so they say, but simply
were against the method. Accord
ing to their views, it was a needless
expense to appoint this commission
when the work came directly under
the supervision of the finance com
mittee.
This was one side, and the other
thought that such a commission
was a necessity.
I.ast night the matter was brought
up again, by the introduction ot tbe
following resolutions by Mayor
Felder.
Mr. Felder asked Mr. Wheatley
to take the chair aud then spoke as
follows:
Mr. Chairman and geDtlenrenof
the council, 1 have a set of resolu
tions to otter in regard to a little
muss that has recently been
created in regard to the finances
of the city. I take that back. It is
not even a muss. I consider it
uotliiug because all of the sayings
about the city tiuauces that have
appeared In one of our city papers

have created some excitement.
“ An anonymous author deserves
neither weight nor respect, and the
utterances are not those of a gentle
man. With these remarks I re
spectfully submit to the council the
following resolutions:
Whereas, The fallurs on the
part of the finance committee for
the past several yean to thoroughly
examine and publish a report of
the condition and status of the dif
ferent monied departments of this
city as the law directs;
And whereas, Without intend
ing any reflections on any officer
orientployee; without the slightest
suspicion or apprehension of any
shortage or errors, it is deemed
properthat all menied accounts and
books of the different departments
should be overhauled. To that end

“Hesolved, That the tlnauce com
mittee he aud they are hereby in
structed to recommend to this body
n suitable and competent account
ant (naming the salary) who may
be denominated an auditor; that
when said auditor lias been accepted
by the Mayor and City Council,
has taken before a proper officer the
oath hereunto attached, that he
will tlieu, uuder the supervision of
the committee on llnnuce, begin bis
labors.
“That the said auditor shall work
under the supervision of the liuance
committee, aud through said com
mittee shall be empowered to en
force the attendance of witnesses
when necessary; ahull have,
through said committee, full and
free access to all books aiul ae-
aud accounts placed in my bauds,
so help me God.”
Alderman Bivins then arose and
prefacing his remarks by the state
ment that no reflection or suspicion
was meant to be Implied, offered
the following substitute:
“Hesolved, That a commission,
composed of Dr. E. J. Kldridge, U.
B. Harrold and M. B. Council, are
hereby appointed to superintend a
thorough investigation of the
books, records aud accounts cf tbe
city of Americus for the past eight
years. They are authorized to em
ploy a competent book-keeper or
auditor to discharge this duty, ami
they are hereby given all the nec
essary authority over the books,
records and account* of every de
partment of tbe city, that is ueccs-
saiy to make a full and complete
examination.
“They are to report iu full to the
mayor aud city council, when their
work is completed, with any rec
ommendations or suggestions they
may think necessary or proper.
“Hesolved, That said commis
sion proceed at once on the dis
charge of the duties.
"Resolved, That tbe mayor and
city council pay said commission
ers such sums as they may think
right and just for their services
when tlie work Is completed.
“Resolved, That the clerk aud
treasurer furnish the commission a
certified copy ot tbeae resolutions
which shall be a notice ot their ap
pointment and authority io pro.

Mayor Felder again urose aud
spoke for his resolution against the
substitute. He stated that had the
remarks not come from the chair
man of the finance committee he
would have supposed the substi
tute to be a reflection upon that
committee, but coming us it did
from tbe chairman of that commit
tee it showed that the committee
was either incapable or wanted to
shirk its duty, and in either case
the members ought to resign and
allow other men to take their place
He then referred to one of the
members as hearing him say that
the reason he appointed the gen
tleman as chairman was on ac
count of his being a line account
ant and book-keeper. He alro read
from the ordinances in support of
his claim that it was the duly of
the finance committee.
Mr. Bivins replied In support of
his substitute, stating that Mr.
Felder did him an injustice by his
remarks. As to his ability, he
could not say, but his time was not
his own, he being in the employ of
other parties. He was In their
employ and his time was their*.
He explained his position sud was
followed by other of the aldermen,
for one side or the other.
The vote was then put on the
substitute, resulting as follow.:

Then came a vote on the resolu
tion of Mr. Felder, resulting the
same way. The ayes aiul nayes
were called, each member voting
the same way.
And that's how it stands.
Both sides want an examination.
One side wants it made in one way,
tlie other in another way. Both
sides oiler tesolutions to have an
examination made, and each side
votes against the other. Thus,
both are lost, utul no examination
will be made. Both sides unite III
saying that there is no suspicion of
anything being wrong, nnd tlmt
the examination is merely a form
which is prescribed to be gone
through. After three meetings tlie
matter ,1s in tlie same shape us
wlieu started. Twj motions to
have an examination were lost
last night.
One side thinks its the duty of
the finance committee. The other
thinks it.'s loo much to ask of the
committee.
