Atlanta, Dec. 13.—A sensational
scene marked the closing hours of the
general assembly. A difficulty occur-
red between Representative Jtnlght,
of Berrien, and Doorkeeper Robson.

some time and Speaker Morris In or
der to preserve order for the final vote
on adjournment, called' on all the
members to be seated. He deslgnat
ed Mr. Robson to see that his order
was carried out.
Mr. Knight rose to a point of order.
It was overruled' by the speaker, and
he was told, to be seated.
He wag somewhat slow In complying
with the request, and Robson, who was
standing behind him, took him by.the
arm as If to make him take his seat
A scuffle then ensued, Mr. Knight re
sisting tho doorkeeper’s effort. The
house was Immediately thrown Into an
uproar, and several members rushed
toward the struggling men and suc
ceeded In separating them. It waa
sometime before order was restored
and the final vote taken.
Georgia legislators hereafter meet
in Atlanta on the fourth Wednesday
la Juno, Instead of the fourth Wednes
day in October, as has been the case
heretofore. . The house this morning
by a vote of 128 to 35 declined to sus
tain tho veto of Governor Terrell,
and the senate having done so yes
terday by a vote of 38 to 3, the bill
by Senator Skelton was declared pass-
fill by Speaker Morris, and, the next
session of the general assembly will
meet In Atlanta on Wednesday June
24, 1903, or within seven months from
the adjournment last night.
The general election day, which
is the first Wednesday In October, is
not changed by the bill, but as the
constitution of the state says and as
the constitution Is construed by for
mer Attorney General Boykin Wright,
the returns of tbe elections must be
canvassed by the general assembly In
joint session.
Alter a conference the house last
night agreed to the senate amend
ments to tho franchise tax bill, and
the measure Is now ready for the gov
ernor’s signature.
Only one change was made In tho
bill as the result of the conference.
Section 10 was stricken from the meas
ure.
As originally passed by the senate,
section 10 provided that where street
car companies or other corporations
owning franchises pay to cities an oc
cupation tax or a percentage of gross
receipts, the amount so paid shall be
deducted from what the city receives
under the franchise tax bill. The con
ference committee amended the sec.
tlon so that the amount of the fran
chise tax paid under the bill shall
be deducted from the amount paid as
percentage on gross receipts or as oc
cupation tax.
After six conference committees
had failed to report ah agreement, the
house this morning decided to recede
from Its position relative to the pub
lic property fund, and agreed by a
vote of 70 to 60 that It should be spent
In payment of Interest on the bonded
debt of the state.
The genral assembly adjourned at
2:55 o’clock.
Berlin, Dec. 13.—President Castro’i
reply to the German ultimatum is
refusal to yield on any point.
The foreign office has not received
the text of Mr. Castro’s reply but only
a bulletin 'from the German charge
d’affaires, Herr Von Pllgrlm-Baltaz#,
dated Dec. 10, announcing that the
president's answer had been placed
his bands that day and that the Ven
ezuelan executive refused to yield
the German demands on all points,

ply was filed at Port of Spain.* With
this exception the foreign ofllce has
received no news since yesterday
