Solomon did ndt say as he has often been quoted as saying. “Spare the rod and spoil the child.” This alliterative ex¬ pression (The Spectator docs not know who used it first) 1ms fastened itself in the minds of people because of the case with which it can be remembered, and ** only a specimen of that “chimney-corner" scripture that passes current among peo¬ ple. The expression is not Solomon’s, though it no doubt embodies in very con¬ venient shape the sentiments ot tire wise mau touching a very important phase of government. A reference to the hook of Proverbs—a book that might be rewi with profit at least once a mouth—will show that Solo m on raid (Prov. 13-24.) “He that spareth iiis rod hatetli his son; but lie that loveth him chastcncth him betimes.” In at least three other phases in this hook the wise man expresses himself to the same effect. But it may be said that these passages have ri-lstlo* to the duty of the parent; they do not bear upon the right or duty of tire teacher in the promises. This, in turn, leads to another matter that is vital to the school question aud one that touches virtully the responsibility of tne parent, .%*.** Who is the teacher? And what is Ids relation to his pupil? The law says—and common souse endorses the dlotuna— that the teacher is in loco pareutlm. The pri¬ mary duly of educating the otdld rests upon the parents themselves.. A parent Unit educates his child properly without putting him in school meet.#- the measure of responsibility.
