They are the most important work. ” Dr. John Trainer Letter To The Editor On June 12 there was a public budget hearing at which county department heads were to present their budget requests for next year. Commissioner Crysta Moore was absent, as she has been for three of the last four commission meetings. Copies of the proposed budget were not available to the over two dozen citizens present at the meeting. All Georgia counties have four Constitutional Officers: Sheriff, Tax Commissioner, Clerk of Superior Court, and Probate Judge. The operations of these offices are independent from the county commission but receive their funding from the county budget. At the budget hearing, Sheriff McWilliams and Tax Commissioner Vicki Swan were present. Sheriff McWilliams presented a very well researched assessment of the needs of the Sheriff Department and indicated the proposed budget was considerably short of the needs to hire and retain deputies and purchase new vehicles. The two Commissioners present seemed to pay little attention to the presentation and made no attempt to address the issues. Fire Chief Andrew Foot was the only department head present at the June 12 hearing. Since there were only one county department head, two of four constitutional offices represented, and two of three commissioners present, there must be another hearing, open to the public, at which all department heads and all three commissioners are present. Passing a budget with so little input is unacceptable. Last week in the Advocate- Democrat, Chairman Alexander announced that on Wednesday, June 26, the county budget for FY 2025 would be adopted. The Chairman must call another public hearing, before budget approval, and require that all department heads attend. Two public hearings prior to the adoption of the budget was the practice of the two previous commission chairs, Willie Blockum and Charles Ware. Transparency and accountability in government should be demanded by the public who pay taxes to support the budget. Concerned citizens should be there to observe the workings of their county government.
