No debtor owing $100 wonld discharge that indebtedness in the more valuable of two moneys. He would surely make use of the cheaper and retain the dearer. It was the knowl edge of this law that guided the fathers in fixing the ratio in the beginning at 15 to 1 . «i They knew that dollars of unequal commercial value could not be made to circulate permanently side by side, and •o, having ascertained that 24% grains of pure gold were of equal value with 871 % grains of pure silver, they pro vided for the coinage of these two met als into dollars at the ration of 15 to 1 , But the truth of this principle has been demonstrated over and over again even in our own history. The gold aid silver •VUHS issued at the ratio of 15 :o 1 nil “ ei <v >e act of 1792 shortly bename of unequal -onunercial value, tliebullion in the gold t*ur.. r jjgjijgQf greats* value than the bullion l*. t h e silver dollar. The silver dollar became obeape* than the gold dollar, and the consquence was that silver alone circulatd anti gold gradually disappeared, hdeed, and for the same reason, the coitage of gold declined, for the 24% grans of pure gold provided for in the gold dol lar were wortn imu D uncoined than when coined, and therefore its coinage naturally ceased, and silver bullion alone found its way to the mintsof the United States. "It remains only to bo inquired what would be tho probable effect of adopting the silver dollar of 371% grains as lur single standard of value. The first <t.d most patent result, as already noticed, would be to drive from our circulation every other dollar of superior value, whoifier of coin or paper. Our $600, 900.000 of gold, constituting one-third of the\entire volume of our money, Would 1^ quickly eliminated from our circulation abroad, fallowed hy being hoarded or sent by the retirement of our $400,000,000 of paper currency re deemable in gold, producing a contrac tion of the currency, unexampled in our biKvury, followed of over $1,000,000,000, to be by a financial convulsion nn precedented in modern timee. It, will nut do to shy that with free and unlim ited coinage this vacuum would he quickly supplied, for it would require 2;> years, with ihe present capacity of «f t>ai inuits, to replace this vast volume currency with silver. “Tina consideration alone ought tobe Buflicieut to elufer ns from venturing jt-pun such a hazardous policy. More than this. The silver dollar of 371% grams produced under tree coinage and not marutai.icd at a fuiity with 'he gold dollar, as it surely would not he, would as we have seen, at once sink to the level its liullion value and be worth on:; alirrut 5R cents.
