At the last session of tin* legislature a Dill was passed authorizing County Boards of Education to handle school hooks and sell them at epst. We hud the honor to preside over the commit te unanimously reported the hill hack to the house with the recommendation that it do pass. We exerted every rtt'oit to secure the passage of the hill that. after much delay, finally, with practio ally unanimity, passed both the House and the Senate. n .......... e es mm e o , . le _ late „ e , mo , . . " ,,H ‘ * «•“> » l,w this law is put into operation from forty to fifty thousand dollars will he save.I annually on the purchase of school books to the children of the stat*. While t he bill was before the House, its friends discussed the fact that no provision was made for funds to buy the books. Representatives of the hook coin panics were constantly around the capitol. some ptesumahly against and others for the bill. We confered with the representative of one company—this company has no books in our county—and lie arsured us there was no need for a provision for funds to buy books as the counties could make arrangements with his com puny, and it was our presumption other companies would do likewise, to handle the books and use only the money received Loin the sa e of the books. The Board would have no trouble in buying books on from 60 to t>0 days time and even a longer time; but every I»ook dealer carries some book for a long time. The Board could use the money receiv from the sale in the payment of the books, but it is doubtful whether the Pifsent law would allow us to use any part of the school funds in payment of the books. However, the State school commissioner has promised to issue a circular in a few days that will help us over the difficulty. In justice to the dealers we will say that in many cases their piofits are none too 1 uge when it is remembered that often all the profit lies idle on their s lelves. This law is the same that is in force in Ohio where the books are bought a Unit 20 per cent cheaper than in South Caro lina where state uniformity prevails. Children moving from one county to another using different books sell their books to the board of the county from wh'ch they move. We had expected to have the law go into effect in this county 7 at once; delay not in our j>ower lo prevent will be necessary. J. M. C.
