Work to Begin on Court House
The building committee selected
by the Pickens County Grand Jury,
composed of Will Poole, Alonzo
Cagle, Carl Darnell, Luke Tate,
Brady Turner, Paul Walker, Y.T.
Tarpley, T.E. Johnson, T.A. Chas
tain, W.A. Hamrick, E.L. Sartor,
W.N. Evans, Homer Chastain and
U.L. Mullins, met last Saturday and
adopted a new set of plans for the
Pickens County Court House.
The new plans call for a two
story brick, full basement and will
be about the same size as first
planned with the exception of the
wing on the north side which will
be left off, also the extra under
ground basement for boiler room
and storage.
The new building will include all
county offices on the ground floor;
the second floor will have the court
room, larger than the old court
room, jury rooms, witness rooms
and rooms to care for the solicitor
general and judge. Toilets will be
adequate throughout the building.
The basement will be finished with
the exception of cutting it into
rooms, and this will be done if
funds are sufficient.
The other wing on the north can
be added at any time. While the new
plans differ considerably from the
first one, still the building will be
attractive without a dome, and calls
for brick construction where the
original plans called for marble
veneer.
Work will begin at once and
Commissioner Jones is already lay
ing down materials to begin work.
Convict labor will be used as much
as possible and requisition has been
made for additional prisoners,
which will include skilled workers
as well as common labor.
A fence will be built around the
property to keep children out for
their protection and also make the
guarding easier. The labor problem
will absolve a great deal of the cost
of construction and Mr. Jones
intends to do all hauling and rock
crushing, etc. with very little cost to
the tax payer.
(From Ed. Column) The county
court house building committee is
to be congratulated in getting a plan
worked out for the immediate erec
tion of a new court building to take
place of the one burned last year. As
it is now, the affairs of the county
are being carried on at a great
inconvenience to all parties con
cerned.
We were greatly in hopes that the
building could be veneered with
marble, which would be a great
advertisement for our county as
well as the Georgia Marble Compa
ny. It seems a pity to build the finest
public building in Pickens County,
the home of the finest marble in the
world, out of brick. We hope that a
plan can yet be worked out with the
committee and the Georgia Marble
Company whereby marble can be
used for most of the veneering.
March and April
Dangerous Fire Months
March and April, with their high
winds are here. This is evidenced by
the fact that the county protection
unit fought six fires in the past
week, even after all the rain and
snow that fell in the past month.
Past records show that about 40
percent of all woods fires burn in
March and April. This is due to
farmers clearing and cleaning up
land, burning brush and stalks, and
everyone starting hundreds of fires
in cleaning up around homes.
If your fire gets out of control, or
if you see a fire anywhere in the
county and no one guarding it, call
your ranger.
Mrs. Leon Burrell, of Rome, was
a guest of her parents, Mr. and Mrs.
B.H. Sosebee and family last week
end.

Tax-Deferred Annuities
and Your Retirement

Investment planning for a secure
retirement involves many difficult
decisions. Should I invest in stocks
or bonds? Do I have enough money
to retire? Will I run out of money
because of inflation and rising
health-care costs?
Investors want their income in
retirement to rise to keep up with
the rising cost of living. They also
need to minimize their taxes. This
article will discuss an investment
that can help you grow your money
and control taxes: tax-deferred vari
able annuities.
Tax-deferred annuities are simi
lar to IRAs in that all taxes on capi
tal gains, dividends and interest are
deferred until money is withdrawn
at retirement. This tax-deferred
growth can make an enormous dif
ference. Over a 20-year period, a
$100,000 investment growing at
10% annually will grow to
$672,750 in a tax-deferred account
— versus $365,838 in an invest
ment taxed at 33% and only
$320,713 for an investor in a poten
tial 40% marginal tax bracket. The
higher tax rates rise, the more valu
able tax-deferral becomes.
Variable annuities have been
increasingly popular over the past
few years because of the drop in
interest rates for CDs and money-
market funds. But in addition to

attractive returns, variable annuities
include features such as:
• Multiple fund options: Your
choices can include stock, bond and
balanced funds, and even interna
tional stock and bond funds.
Changes in the investment mix can
be made with a phone call. Within a
single variable annuity, changes can
be made with no cost and no tax —
for maximum flexibility to respond
to changing market conditions.
• Top-notch money managers:
Fund mangers available through
annuities include Wellington Man
agement, Capital Research (Ameri
can Funds), Fidelity Investments,
Van Kampen Merritt, MFS and
Roger Engeman Management
(Pasadena Funds).
• Dollar-cost averaging: This
proven method of investing allows
you to commit a sum of money to a
fund in equal installments over time
— so you’re buying more shares
when the price is low, fewer when
the price is high. The insurance
company will move your money
into the fund(s) of your choice over
twelve months.
• Guaranteed death benefit:
When the owner dies, the benefici
ary receives the account value or
the invested amount — whichever
is greater — less any withdrawals.
• Systematic withdrawals: In
retirement, you can automatically
withdraw income — monthly, quar
terly, semi-annually or annually.
The amount can be increased or
decreased, depending on your
needs. Taxes are paid on income
withdrawn — not on what is earned.
If the growth in the annuity is
greater than the income distributed
to you, the excess continues to grow
tax-deferred.
The minimum investment in a
variable annuity is typically $1,500
or more. There is no maximum con
tribution — and no sales charge
unless you withdraw your money
within the first six or seven years of
the program.
Invest in Your Future
If you’re thinking ahead and
have money set aside for retirement,
consider investing in a variable
annuity. It can deliver a combina
tion of growth, safety, and tax con
trol that you can’t find anywhere
else.

ticular variable annuity — including
investment results, fees, and a

cial advisor.
