sidewalks, and bridge projects

equipment and material neces
sary to build, maintain, and re
pair roads, streets, sidewalks
and bridges together with the
construction, modification, im
provement, repair and leasing of
the offices, facilities and
grounds used for said projects;
(ii) water and sewer facilities;
(iii) the payment of principal and
interest on existing general obli
gation debt on the County Air
port; (iv) vehicles, equipment,
and facilities for Fire, EMS, and
911; (v) vehicles, equipment,
and facilities for the Pickens
County Sheriff; (vi) parks and
recreation projects and facilities;
and (vii) economic development
capital outlay project(s) to be
operated by the county or a
local authority within the county;
all for the benefit of the County;
(b) for the City of Jasper: (i)
road, streets, sidewalks, bridge
and storm water related projects
including but not limited to facili
ties, equipment and material
necessary to build, maintain,
and repair road, streets, side
walks, bridges, and storm water
related projects; (ii) water and
sewer facilities; (iii) public safety

City of Talking Rock.
If imposition of the tax is ap
proved by the voters, such vote
shall also constitute approval of
the issuance of general obliga
tion debt of Pickens County in
theprincipal amount of
$5,000,000.00 for the purposes
of funding the projects, capital
ized interest on the Debt, and
the costs of issuing the Debt.
The Debt, if so authorized, may
be issued by the County in
whole or in part and in one or
more series. The Debt shall
bear interest from the first day of
the month during which the Debt
is issued or from such other
date as may be designated by
the County prior to the issuance
of the Debt, at a rate or rates
not to exceed 8.50% per
annum, and the amount of prin
cipal to be paid in each year
during the life of such debt shall
be as follows:

The proceeds of the Debt
shall be deposited by the
County in a separate account or
accounts and shall be used to
fund, in whole or in part, the
payment of the existing Airport
debt, capitalized interest on the
Debt, and costs of issuing the
Debt. Any interest earnings on
such proceeds shall be similarly
applied by the County.
Any brochures, listings, or
other advertisements issued by
the Board of Commissioners of
Pickens County (the Board) or
by any other person, firm, cor
poration or association with the
knowledge and consent of the
Board, shall be deemed to be a
statement of intention of the
Board concerning the use of the
proceeds of the Debt, and such
statement of intention shall be
binding upon the Board in the
expenditure of such Debt funds
or interest received from such
Debt funds to the extent pro
vided in O.C.G.A. Section 36-
82-1.
The principal and interest on
the Debt are expected to be
paid from proceeds of the sales
and use tax and shall be
payable in lawful money of the
United States of America. Pur
suant to O.C.G.A Section 36-82-
100, the County notifies all
interested parties that no inde
pendent performance audit or
performance review (the “Debt
Audit”) will be conducted with
respect to the Debt. However,
the County will continue to en
sure that Debt proceeds are ex
pended efficiently and
economically, as intended by the
Debt Audit.
The Special Election will be

The Northwest Georgia Regional Commission
[NWGRC] is soliciting sealed bids for a contract
and/or contracts to provide meals for the elderly in
the Georgia Counties of Bartow, Catoosa, Chattooga,
Dade, Fannin, Floyd, Gilmer, Gordon, Haralson, Mur
ray, Paulding, Pickens, Polk, Walker and Whitfield.
Bids may be submitted for one or more counties
for the provision and delivery of meals for the elderly
to Congregate and/or Home Delivered Meals Nutri
tion programs beginning July 1,2020 and concluding
June 30, 2024. A one year contract will be awarded,
beginning July 1, 2020 and ending June 30, 2021 con
taining a contingency clause permitting renewal for
each year of the remaining contract based upon sat
isfactory performance.
Sealed bids and Proposals will be received until
December 4, 2019 at 2:00 pm. Bids will not be ac
cepted after this date and time. The Northwest Geor
gia Regional Commission reserves the right to reject
any and all bids.
Proposers will be notified in writing of RFP deci

Bids for the provision of services may be submitted
for one or more counties beginning July 1, 2020 and con
cluding June 30, 2024. A one year contract will be
awarded, beginning July 1, 2020 and ending June 30,
2021 containing a contingency clause permitting renewal
for each year of the remaining contract based upon sat
isfactory performance.
Services include; but are not limited to:
•Elderly Legal Assistance
•Homemaker Services; Respite Care; Adult Day Care
•Caregiver Program (Community/Public Education,
Grandparents Raising Grandchildren and Individual
Counseling).
•Nutrition Center Operation (Congregate and Home-
Delivered)
RFPs are due Tuesday, December 4, 2019 by 2:00
pm. No proposals will be received after this date and
time. Faxed Proposals are not acceptable.
Unit Cost Methodology Training is scheduled for Oc
tober 23, 2019 at 9:00 a.m. and will be held at Northwest
Georgia Regional Commission, 1 Jackson Hill Drive,
Rome, GA 30161.Contracting for services will be con
tingent upon Northwest Georgia Regional Commission
Area Agency on Aging receiving funds from the Georgia
