to notify the agent of the Central
railroad that such action had been
taken, and that the regular rate
would apply after Jan. Ist 1902.
The Street Committee reported
that electric lights had been in
stalled in the Union Colored
School building.
Acting Chief Swatts appeared
before the council and recom
mended the purchase of addition
al fire hose, owing to the unsatis
factory condition of the hose now
in his charge. Alderman Mur
phey moved that clerk and treasu
rer ho instructed to secure prices
for 500 to 1000 feet of new hose,
and report same to chairman of
street committee. Same carried.

garding the sale of meats in the
city:

To the Honorable Mayor and Council,
of the City of Barnesville;
The question having been submitted
j to me for my opinion as to whether
i those parties who bring meat to town
| and sell the same upon their wagons,
j are subject to a license or not, I beg to
report as follows, to-wit:
If such parties pursue the matter of
making such sales regularly as a busi
| ness or occupation, they are liable to
| pay said tax, or if fhey buy up hogs, or
cattle from other parties and slaughter
the same and bring the meat into the
city for sale, they are liable for said
tax.
If however, they casually bring in
the produce of their own farms, and
meat, derived from the slaughter of
hogs or cattle raised on their own
places, and bring the same into town
only casually ’and occasionally and do
not pursue such matter as a business,
then in my opinion, under the statutes
of the State, they are not liable to pay
any special license tax in our city.
Whether therefore any party is liable
to said tax or not will depend upon
particular circumssances in each case.

Notwithstanding the inclemency
of the weather on last Thursday
afternoon some few of the ladies
of the ‘‘Smart Set” met with
Miss Arnold. There has been no
meeting rei. ently and all seemed
to so thorougly enjoy themselves
as at last meeting. After a most
interesting game a course of de
lightful refreshments was served.
Music added much to the pleas
ures of the afternoon. The meet
ing of this week will be with the
president, Mrs. Frank Blood

PETITION FOR CHARTER
GEORGIA, Pike County.
To THE SUPERIOR COURT OF SAID
COUNTY:
The petition of the Barnesville
Manufacturing Company shows as
follows: —
1. Petitioner is a corporation of
said county, duly incorporated
under a charter granted by the
superior court of said county,
with its place of business in or
near the city of Barnesville.
2. Its capital stock now consists
of *98,180.00 common stock, and
s46,2so.oopreferred stock, making
a total capital stock of $139,890.-
00, all fully paid in.
2. The stockholders of said
company at an annual meeting re
cently held, passed a resolution
providing for the re-organization
of said Company and for reducing
the above stated capital stock to
$100,000.00, all to be common
stock on the same footing and to
be issued in place of the old com
mon and preferred stock; also to
issue $25,000.00 of new preferred
stock and $25,000.00 of new sec
ond mortgage bonds, and to sell
same at par for the purpose of
providing funds for said Company,
which resolution is here to the
court shown.
4. Wherefore, petitioner prays
for the right, power, and author
ity to reduce the above stated capi
tal stock to $100,000.00 to be di
vided into 2,000 shares of the par
value of Fifty Dollars each, alLto
he known as common stock: to
abolish the distinction between
the old preferred and common
stock and retire same, and to issue
the new common stock above pro
vided in the place ofthe old com
mon and preferred stock in the
proportion provided in said resolu
tion ; also to issue new preferred
stock to the amount of $25,000.00
and sell same at par, the same to
be preferred both as to its divi
dends and assets of said Company,
and guaranteeing the payment of
6% non-cumulative dividends to
its holders before any dividends
are paid on the common stock,
thus making the total capitaliza
tion of said Company $125,000.00,
consisting of $1(X),000.00 common
and $25,000.00 preferred stock as
aforesaid: to hereafter increase
the capital stock of said Company
to any amount not exceeding
$200,000.00 by issuing other
common stock or other similar
preferred stock to such amounts
and in such proportions from
time to time as the exigencies of
the business of the Company may
demand; also to borrow money
and issue notes or bonds therefor
and secure the same by mortgage
or deed of trust on any or all of
the property of said Company;
and to have such other rights and
powers as may be necessary for
the purpose of carrying out said
plan of re-organization as contem
plated in said resolution.
5. And petitioner further prays
that the powers, rights and privil
eges heretofore granted it be con
tinued and that an order be grant
ed further amending its charter
in conformity herewith and con
ferring upon it the new rights
powers and privileges herein
prayed for.

HOW A GLOBE IS MADE.
The Process Used In Constructing a
Model of the World.
1 First, the model is covered with
a thick layer of pasteboard in a
moist state. When it is dry, a sharp
knife is passed around it so as to
separate the pasteboard coat into
two hemispherical shells, which are
then taken off the model and united
at the cut edges with glue. The
hollow sphere thus formed is the
skeleton of the globe that is to be.
The next thing is to cover it with
a coating of white enamel about
one-eighth of an inch in thickjaesf*.
When this is done, the ball is turn
ed into a perfect roundness by a
machine. The iron rod running
through the center of the original
model and projecting’at.both snds
through the surface hasfleifc holes
in the new globe, which serve for
the north and south poles, and
through these a metal axis is run to
represent the axis of the earth.
Then the surface is marked off
with pencil lines into mathematical
segments corresponding precisely in
shape with the sections of map tten?:
are to be pasted on. These myak
sections are made from cqg|>?ip
plates in just the size and shaper-re
quired to fit the globe that they are
intended for, one set, of course, cov
ering the entire spherical surface.
They are printed,- many of them,
like dress patterns, on sheets of the
finest linen paper, and are cut out
carefully with a sharp pointed knife.
When they have been pasted on,
the different countries are tinted by
hand with water colors. There is
no special rule for this except that
contrasts are aimed at as a help to
the eye of the user. Finally Hie
whole is overlaid with a brilliant*,
white varnish, which is of
metallic hardness and will wear rPw
definitely without scratching or lost ;

Ants on “Horseback.”
A French explorer, M. Charles
Meissen, in traveling through Siam
observed a species of small gray ant3
which were new to him.
These ants were much engaged in
traveling. They lived in damp
places and went in troops.
To his surprise, he noticed among
them from time to time an occa
sional ant which was much larger
than the others and moved at a
much swifter rate, and each of these
larger ants, M. Meissen saw, always
carried one of the gray ants on its
back. This discovery led him to
watch their movements closely.
He soon saw that while the main
body of gray ants was always on
foot they were accompanied by at
least one of their own sort mounted
on one of these larger ants. He
mounted and detached himself now
and then from the line, rode rap
idly to the head, came swiftly back
to the rear and seemed to be the
commander of the expedition.
The explorer was satisfied from
his observation that this species of
ant employs a larger ant—possibly
a drone of the same species, though
he had no means of proving this—
as we employ horses to ride upon,
though scarcely more than one ant
in each colony seems to be provided
with a mount.
