New Law. An inspection of the new prohi-. bition Lw reveds a number of in leresing things For one, in con nection with banking institutions, prohibition forces them to feel the | effect of the law. It is stated in the 1 :vv that banks are forbidden to “present, collect, or in any way handle any draft, bill of exchange, or o ler to pay money, to which draii, bill of exchange, or order to p y money is attached a bill of I :rii- r or order or receipt for anv spiiituous, vinous, malted, fer ine fed or other intoxicating liq- U"is, liquids, or beverages pro filin''d by the laws of this State for hich draft is enclosed with, connected with, or in any way re ht<- i, directly or indirectly, to any bib of lading, or receipt for said liq ; >rs in the section above men tioned, or in any of them, and any person, firm, corporation, or bank or hanker violating the provisions of his act shall be guilty of a mis demeanor.” .‘mother thing of note is that part of the law which says any one, whether officer, agent, or person, or corporation, aiding and abutting in the commission of any offense may be made parties de fendant to such bill. In addition to that there is a provision ‘‘in testimony before the grand jury, no person shall be excused from testifying before the grand jury, or on the trial in any prosecution for any violation of this act, but no disclosure or discovery made by such person shall be used against him in any criminal or penal prosecution for or on ac count of the matter.” Some say this will admit of numerous cases of where State’s evidence may be turned without the man who tells being in any way implicated. This statement must contain the name and address of the consignor and consignee as well as other infor mation required for this purpose. They must be filed with the ordi nary. The ordinary’s duty, it seems, is to preserve a record of the state ments filed with him by the car rier, keeping the same as a part of the files of his office. In case the carrier refuses to file these statements the ordinary is em powered to call upon the attorney general of the State, who will file suit in court in the name of the State to compel the compliance with the law. Copies of the statements in the office of the ordinary are open to the inspection of anybody during office hours, and persons asking copies of statements shall be fur nished them by the ordinary upon the payment of the customary fee. To officers of the State, county or city, no charge wiil be made for such copies as required by them in the pursuance of their duties in the Drosecution of any one for violation of the prohibition law. At the express company, o. carrier’s office, statements and records shall be open to the in spection of officers of the State, county or city, or to persons duiy j author zed seeking information for tiie prosecution of persons charged with or suspected of crime. It might be well to note the thirsty man down to the carrier’s office to get his al lotinent is not allowed to break open or divide the contents of his package upon the premises of the carrier company.
