Chaotic Conditions Among Jugo-Slavs
and Czecho-Slavs As Result of
Italy’s Tactics
Washington.—ltaly has been warned
by the American government that un
less she puts an end to delays in
movements of relief supplies to the
newly-established Jugo-Slovac and
Czecho-Slovac states, steps will be
taken to cut off the flow of American
foodstuffs to Italy.
It was stated in an authoritative
quarter that the Italian governmeiit
has caused intolerable conditions by
the blockade she has imposed against
the Jugo-Slovac countries, and which
operates also against the Czeco-
Slovacs. The blockade has not been
wholly effectige because the United
States has been able to deliver much
food where it was needed, but many
delays have been caused.
Reports from Paris of the existence
j of chaotic conditions because of the
j blockade have not been confirmed
| here, but it is known that much un
necessary suffering has been caused
directly attributable to the stand tak
en by Italy.
Italy has been depending, in large
measure, on the United States for
foodstuffs. The disintegration of Rus
sia* and the depredations of the central
powers in Rumania cut off European,
sources of wheat, so in 1918 this coun
try shipped Italy 16,000,000 bushels
and 3,000,000 barrels of flour. This
cereal ration was supplemented by 2,-
000,000, bushels of corn.
Italy also has looked to the United
States for meat, taking. 46,000,000
pounds of canned beef, 9,000,000
pounds of fresh beef, 98,000,000 pounds
of bacon and 1,000,000 pounds of lard
last year. Other purchases from this
country included 20,000,000 pounds of
salmon and ‘3«O,OOiO,OCt> pounds jof
sugar.

Uncle Sam Objects To The Efforts Of
Entente Allies Seeking Cheaper
Food Supplies Elsewhere
Paris. Difficulty is being experi
enced in arranging for the promised
abatement of the cost of living in
France through the importation on the
government account of large amounts
of food supplies from America because
of the hesitation of the French govern
ment to expend specie in purchase
abroad, fearing that the high cost of
exchange will be thereby still further
increased by heavier adverse trade
balances.
America also objects to the efforts
of the entente allies to seek cheaper
food supplies in South America and
elsewhere thus compelling reduction
of prices at home below those guar
anteed by congress to American farm
ers. The American contention is that
these guaranteed minimum prices for
wheat and pork were fixed to insure
ample supplies for the entente armies
and peoples, and that it is not fair now
to require the American government
to meet heavy losses which would re
sult from cutting home prices to meet
those offered in neutral markets!

Paris. —At a meeting of the Ger
man cabinet attended by party lead
ers and delegates of ship owners, it
was agreed unanimously, it is under
stood, that Germany could not sub
mit to dictation from the entente
powers, either in the armistice nego
tiations or in the peace pour parlers
proper, according to a Zurich dispatch
to Le Journal.
The German government declares
that it will decline all responsibility
for possible consequences if “the en
tente tries to speculate on German pa
tience.” Demands regarding the re
quisition of shipping are held to be
absolutely inacceptable, because, it is
said, it would definitely “paralyze the
country’s economic future.”
Germany also opposes the dismissal
of German crews from ships requisi
tioned, it being pointed out that this
would throw forty-two thousand sea
men out of employment.

Washington.—Secretary Daniels and
a party of American naval experts will
leave for Europe to discuss with al
lied naval officials the best type of
capital warships to be built in the
future, based on the lessons gained
in the great war. Because of conflict
ing opinions on this subject among
United States officers the secretary
has been asked to submit a definite
recommendation to the next congress.
