Busbee, Nunn Address School Board
"There is no higher priority than
education in my administration,”
Gov. George Busbee told approxi
mately 450 school board members
and administrators at the 24th
annual Georgia School Boards
Association IGSBA) convention,
Dec. 4-5.
Citing revenue declines which will
necessitate further budget cuts in
the near future, Busbee said, “In
no way will this impair the promise
that I have made for the cost-of
living increase for teachers."
Legislative funding priorities
adopted by GSBA during the con
vention were: 1. teacher salary
increase; 2. maintenance and
operation; 3. capital outlay; 4. sick
and personal leave; 5. comprehen
sive high schools; and 6. kinder
garten.

Sen. Sam Nunn, who was
detained in Washington, D.C., due
to the Senate debate on aid to New
York City, spoke to the group via
telephone hookup. He urged return
to ‘‘the basic principle on which
education was based — the princi
ple of local control."
State Supt. of Schools Jack Nix
told the group that revenue in
creases far below the moderate pro
jections of last July would result in
funding cutbacks to local school
districts. He indicated that the
General Assembly would probably
cutback construction money, main
tenance and operation funding, sick
leave funding, school lunch fun
ding, special education funding and
more.

“Faculty power groups threaten
citizen control of education
throughout this country,” Dr.
Loren Klaus, president of Shawnee
College in Ullin, 111., told the
group. "At stake is the right of
American citizens to control their
destiny. The news media has
missed this. Board powers, but not
board responsibility, are curtailed
and greatly shared by other
groups."
