Wheeler blasts VA plan to
close 110 hospital beds
The proposed closing of one-fifth
of the Veterans Administration
hospital in Atlanta has drawn the
fire of Georgia Veterans Service
Director Pete Wheeler.
"If there is anything we don't
need at this time," said Wheeler,
‘it is to have 110 beds vacant
ind unstaffed when so many
veterans already are being turned
iway from VA hospitals across
:he nation."
Upon learning of such plans
from "very responsible sources"
Wheeler sent a personal letter to
P. K. Whiteside, director of the
Atlanta VA hospital, asking if
meh a plan was being considered.
"I hope my information is
wrong,” Wheeler’s letter read,
‘for it seems inconceivable that
we would be spending over $55-
nillion to build a new VA
rospital in Augusta and, at the
tame time, plan to close beds at
1 practically new VA hospital in
Atlanta.” (The Atlanta VA

and patient areas will be offered.
The pastors will visit on the
patient units and speak with both
patients and staff.

afford the ministers an op
portunity to become better
acquainted with the hospital and
facility in Augusta is set for

Apparently, Wheeler's informa
tion was correct; Whiteside con
firmed that "such a move is
under active consideration." No
date was given, however, for the
proposed closing of the beds.
Meanwhile, Wheeler is informing
all veterans organizations in the
state of the planned bed-closings,
and urging them to contact the
members of the Georgia congress
ional delegation in Washington in
an effort to have them stop such
a move.
"The Atlanta VA hospital is one
of the better hospitals in the
entire VA system," Wheeler said,
"and it would be a flagrant
waste for 110 beds to stand
vacant. Any plan to close these
beds should be stopped now and
not allowed to be implemented."

Chaplain Kapp will inform the
visitors about the educational
program available to clergy and
church members and plans for
building a non denominational
chapel on the hospital campus
will be announced.
Counties which are served by
the hospital are: Fayette, Henry,
Newton, Pike, Lamar, Butts,
Wildlife camps planned in Mtn.
The National Wildlife Federa
tion, a nonprofit conservation
education organization, is offering
eight outdoor education oppor
tunities for youngsters ages 8 to
16 in the scenic Blue Ridge
Mountains of North Carolina.
The Wildlife Camp program,
now in its sixth year, offers a
blend of educational and camping
activities on 1,300 acres near
Hendersonville, N.C. Open to
children 8 to 12 years old, the
camp provides scenic hiking trails
in forests, freshwater streams, and
a spring-fed lake as an outdoor
laboratory for environmental
learning. The ratio of counselors
to campers is 1 to 5, assuring
close attention to the needs of
each camper. The four sessions of
Wildlife Camp scheduled for
1976 are:
Session I — June 1.3-24, ages 8-
12.
Session II — July 4-15, ages 8-
12.
USDA to eliminate use of
Food Stamp vouchers
State Welfare agencies adminis
tering the food stamp program
will not be able to authorize the
acceptance of vouchers as
payment for food stamps after
April 30. 1977. under an amend
ment proposed by the U.S.
Department of Agriculture.
Under the current voucher
system, operating in several
states. eligible food stamp
recipients may be issued vouchers
by their local welfare agency.
These vouchers are redeemable
for food stamps by issuance
agents. The local welfare agency
then reimburses the issuance
agent in cash for the vouchers.
In effect, the local agency is
using the voucher system to pay
Upson. Spalding. Taylor, Marion,
Macon. Schley. Webster, Sumter.
Dooley, Crisp, Carroll, Coweta,
Troup, Meriweather, Heard.
Harris, Talbot, Muscogee,
Chattahoochee, Stewart. Quitman,
Randolph , and Clay.

mental Adventures. The four
session dates for these supervised
camping trips are the same as for
the Wildlife Camps.

been converted to cash, the
issuance agent deposits the funds
in a Federal Reserve Bank for
credit to USDA's account within
the Treason Department.
USDA regulations require local
agencies to convert vouchers into
cash within a specified lime.
However, in some areas using
this system, there have been
delays in the conversion of
vouchers into cash. These delays
result in late depositing of food
stamp revenues bt issuance
agents and loss in interest value
of the funds to the Federal
Government.
