GENERAL ASSEMBLY OF GEOR

SECTION 1.
! Article 111. Section IV. Paragraphs
f I and 111 of the Constitution of Geor
gia, relating to the term of office and |
the meetings of the General Assem
bly, be hereby amended by striking
' said paragraphs in their entirety and
inserting in lieu thereof new Fara-
’ graphs I and HI to read as follows:

BE IT RESOLVED BY THE GEN
IERAL ASSEMBLY OF GEORGIA
AS FOLLOWS:

SECTION L
Article XV Section I, Paragraph
। L of the Constitution, relating to
home rule is hereby amended by
i striking the provisions of Paragraph
I in their entirety and inserting in
■ lieu thereof new provisions to read
> as follows:
i "Paragraph 1. The General As
' sembly is’ authorized to provide by
। law for the self-government of muni
jc.palities and to that end is hereby
expressly given the authority to dele
gate its powers so that matters per
auung to municipalities upon which.
prior to the ratification of this
i amendment, it was necessary for the
; General Assembly to act, may be
dealt with without the necessity of
! action by the General Assembly .
: Any powers granted as provided
herein shall be exercised subject only
o statutes of general application
pertaining to municipalities."
SECTION 2
When the above proposed amend
. ment to the Constitution shall have
! been agreed to by two-thirds of the
, members elected to each of the two
I branches of the General Assembly.

All persons desiring to vote in
favor of adopting the proposed
amendment shall vote for ratification
of the amendment, and all persons
desiring to vote against the adoption
of he proposed amendment shall

If the people shall ratify such
amendment by a majority of the
electors qualified to vote voting
thereon, such amendment shall be
come a part of the Constitution of

BE IT RESOLVED by the General
Assembly of Georgia:
SECTION L

I amended by adding thereto a new
- section, to be numbered Section XLu,
i as follows:
"Section XIII. Paragraph I. Grants
' for Education: Notwithstanding any
other provision of this Constitution,
■ the General Assembly may by law
■ provide for grants of State, county
or municipal funds to citizens of the
State for educational purposes, in
discharge of all obligation of the
i State to provide adequate education
i for its citizens."
SECTION 2.

When this amendment shall have
I been agreed to by two-thirds of
the members elected to each of the
• two Houses of the General Assem
bly. the same snail be entered on
their journals with the yeas and nays
taker, thereon. The Governor shall
cause the same to be published in
one or more newspapers in each Con
gressional District for two months
previous to the next general election
at which members of the General
Assembly are chosen, and it shall be
submitted to the people for ratifica
tion or rejection at such election.
Those desiring to vote in favor of
ratifying the amendment shall have
written or printed on their ballots:
“For the amendment to Article
VHI of the Constitution adding a
j new section relating to education."
Those desiring to vote against rati
fying the amendment shall have
written or printed on their ballots:
Against the amendment to Article
VHI of the Constitution adding a
new section relating to education.”
If. at said election, a majority tit
the qualified voters voting thereon
shall vote in favor of the amendment,
the same shall become a part of the
Constitution of Georgia, and the
Governor shall make proclamation
thereof upon the certification of the
result of said election by the Secre
tary of State
SECTION 3.
All laws and ports of laws in con
