Proposing to the qualified voters

cle in. Section IV. Paragraphs I and
HI of the Constitution of Georgia,
relating to the term of office and
the meetings of the General Aasem

provide for the submission of this
proposed amendment to the voters

BE IT RESOLVED BY THE
GENERAL ASSEMBLY OF GEOR
GIA AS FOLLOWS:
SECTION L
Article HL Section IV. Paragraphs
11 and 111 of the Constitution of Geor
gia. relating to the term of office and
the meetings of the General Assem
bly. be hereby amended by striking
said paragraphs in their entirety and
inserting in lieu thereof new Para
grapiis I and HI to read as follows
"Paragraph I. The members of the
General Assembly shall be elected

sembiy shall meet in regular session
on the second Monday in January
1955. and annually thereafter on the

General Assembly may adjourn any
regular session to such later date as
it may fix for reconvening m regu
•ar session, but shall remain in reg
ular session no longer than forty

year during the term for which the
members were elected. All business

stitution. If an impeachment trial is
pending at the end of any regular
or extraordinary session, the Senate
may continue in sess.on until such
rial is co-npieted.”
SECTION 2
When the abo’ e proposed amend
ment to the Constitution shall have
peen agreed to by two-thirds of
he members elected to each of the
two Houses of the General Assem
bly and the same has been entered
on their journals with the ‘Ayes’’
and "Nays’ taken thereon, the Gov
ernor is hereby authorized and in
structed to cause such amendment to
be published in one or more newspa
pers in each Congressional District
of the S*ate for two months previous
to the time of holding the next gen
eral election, at which election mem
bers of the General Assembly are
elected and the above proposed
amendnienr shall be submitted for
ratification or rejection to the elec
tors of this State.
All persons voting at said elec
ton in fax or of adopting the pro
posed amendment to the Constitu
tion shall have written or printed on
he ballot the following
‘For ratification of amendment to
Article HI. Section IV. Paragraphs
i and HI of the Constitution so as
o provide for annual sessions of the
General Assembly not to exceed for
ty i-lO' days."
Al! persons opposing the adoption
of said amend ment shall have writ
ten or printed on the bai.ot the toi
owing:
"Against ratification of amend
ment to Article 111. Section IV. Para
ri aphs I and HI of the Constitu
tor so as to provide for arm tai ses

If the people shall ratify such
amendment oy a majority of the
electors quahf ed to vote voting
thereon, such amendment shall be
come a part of the Constitution of
thss State. The returns of the elec
tion shall be made in l.ke manner as

Article XV. Section I. Paragraph

fication or rejection, an amendment
to Article VIII of the Constitution
of the State of Georgia, adding a new
section relating to education.
BE IT RESOLVED by the General
. Assembly of Georgia:
SECTION 1.
That Article '.UI of the ConstitH
tion of the State of Georgia be
amended by adding thereto a new
section, to be numbered Section XHI,
as follows:
“Section XHI. Paragraph I. Grants
for Education: Notwithstanding any
other provision of this Constitution,
, the General Assembly may by law
provide for grants of State, county
’ as lauhicipal funds to citizens of the
‘ State for educational purposes, in
, discharge of' all obligation of the
1 State to provide adequate education
for its citizens."
[ SECTION 2.
When this amendment shall have

been agreed to bv two-thirds of

the members elected to each of the
two Houses of the General Assem
bly. the same shall be entered on
their journals with the yeas and nays
taken thereon. The Governor shall
’ cause the same to be published in
one or more newspapers in each Con
gressional District for two months
। previous to the next general election
at which members of the General
Assembly are chosen, and it shall be
submitted to the people for ratifica
tion or rejection at such election.
Those desiring to vote in favor of
’ ratifying the amendment shall have
written or printed on their ballots:
“For the amendment to Article
' VIII of the Constitution adding a
new section relating to education."
; Those desiring to vote against rati
tying the amendment shall have
written or printed on their ballots:
Against the amendment to Article
VIII of the Constitution adding a
