AS FOLLOWS:
SECTION L
Article XV. Section L Paragraph
|L of the Constitution, relating to
nome rule, is hereby amended by

section relating to educatmn.
EE IT RESOLVED by the General
Assembly of G orgia
SE'TION L
That Article VTH of the Constitu
tion at the Stare at Georgia be
amended by adding thereto a new
section, to be numbered Section XIAL
as follows:
"Section XHL Paragraph L Grants
for Education. Notwithstanding any
other provision of this Constitution,
the General Asremtly may by iaw
provide tar grant.; of State, eannty
or mumcipal fun* to citizens of the ■:
State for edncaticnai purposes, in
efisenarze of all obligation of the
State to provide adequate education
for its citizens."
SECTION 2
When this amendment shall have
been agreed to by two-thirds of
the members elected to each of the
two Houses of the General Assem
bly. the same shall be entered on
their journals with the yeas and nays
taken thereon. The Governor shall
cause the same to be published in
one or more newspapers in each Con
gressional District for two months
previous to the next general election
at which members of the General
Assembly are chosen, and it shall be
submitted to the people for ratifica
tion or rejection at such election.
Those desiring to vote in favor of
ratifying the amendment shall have
written or printed on their baQots:
“For the amendment to Article
VEI of the Constitution adding a
_ew section relating to education.”
Those desiring to vote against rati
fying the amendment shall have
written or printed on their ballots:
Against the amendment to Article
VTH of the Cotßiitution adding a
new section relating to education.”
If. at said election, a majority of
the qualified voters voting thereon
shall vote in favor of the amendment,
the same shall uecacie a part of the
Constitution of Georgia, and the
Governor shall make proclamation
thereof upon the certification of the
result of sazi election by the Secre
tary of State.
SECTION 3

by repealed.
