,{auroads in Georgia Must Pay a County
Tax.
The famous railroad tax })ill, which
requires railroads to pay the.u' ta.txes by
counties, was declared cons‘.lt.utfona.l by
the Supreme Court of Georgia in a de
cision rendered Thursday.
This decision of the Supreme Court
means that the railroads in Georgia
must pay a county tax to every county
through which they pass. The tax is
assessed upon the value of property in
every county.
The taxable property isabout $50,000,-
000. The taxes which it will bring to
the counties will be nearly $400,000.
This case was a test case made by the
Columbus Southern Railroad, wlich
went before Judge Marshall J. Clark, of
Atlanta, with a bill to enjoin the comp
troller from colleciing the tax on the
gsround that the Glenn railroad tax bill
was unconstitutional, Judge Clark re
fused to allow the injunction.
The case went to the Supreme Court.
1t was first argued last fall by Hon. W.
A, Wimbish for the railroad, and Hon.
Ww. (. Glenn and Attorney-General An
derson for the State. Some difficulties
arose and the case was reargued last
January, when briefs were filed by every
jailroad lawyer in the State.
The Supreme Court sustained Judge
(lark and upheld every point made by
the attorneys representing the State.
The Atlanta Journal says that the
case may now go to the United States
Supreme Court.

MAGGIE IS DEAD.J
After Hours of Terrible Agony She Passed
Away--Swallowed Boiling Water.
From the Atlanta Herald.
Maggie Alverson, the little two-year
old girl who was so horribly scalded
Tuesday, April 5, and an account of
which appeared exclusively in the Her
ald died at eleven o'clock last night,
The Herald of yesterday told the
story of the little girl’'s burning.
At 2:30 yesterday afternoon she was
resting comparatively easy, and there
were some hopes of her recovery.
The anxious mother watched by the
bedside of the little sufferer and prayed
that she might be saved to them, when
the father returned from his work yes
terday at 6 o'clock he was cheered by
the doctors assurance that his daughter
might recover,
But at 7 o’clock the child's condition
changed for the worse.
FOUR HOURS OF TERRIBLE SPASM,
Just after 7 o’clock the child began
trembling as though in a chill.
Gradually her movements became
more frantic and in the frenzy of her
pain she struggled and foamed at the
mouth.
For hours this awful convulsion lasted
and the agonized parents prayed that
their little one might then die and be
saved such terrible suffering, if death
must come at all.
A few minutes before 11 o’clock the
spasm ceased, and little Maggie lay
quiet, moaning in pain,
Afew moments later she died.
Upon her lips there was a peacefnl
smile after death, and no traces of the
spasm were left to mar the beauty of her
baby face.
SWALLOWED BOILING WATER.

thougt at first that the child might
possibly recover,but later on he discov
ered that she had swallowed some of the
scalding water.
Her throat was gradually becoming
more and more inflamed until it was only
with the greatest pain that she could
breathe. Ifer left arm had been shrivel

hand was drawn up so that it would

WILL RAISE THE RATES.
Southeastern Tariff Association Makes an
Interesting Move.
The meeting of the Southeastern Tar
iff Association last month in Washing
ton was an important one. The most
important - feature of that meeting has
Just been brought out in a circular being
issued by the association to agents
within its jurisdiction,
The circular is regarding “he action of
the association in declaring the exigen
cies of the business demands a more ade
quate and satisfuctory system of rating
with reforms in the matter of co-insur
ance which, they say, has heretofore
been neglected in the South.
THE RESOLUTIONS.
The circular asks the agents’ co-opera
tion in putting the follow resolutions
into effect. The resolutions read:
Resolved, That the exectuive com
mittee be instructed to revise these rates
strictly in accordance with the tariff in
second, third and fouarth-class towns as
rapidly as possible and promulgate same
to members, making such improvements
in the schedules of these towns for rating
as may be deemed by them to be proper.
Resolved, That the practice of except
ed cities be abolished and the rates in all
such places be revised in accordance
with the rules of the association under
the direction of the executive committee,
at as early adate as possible, and that all
former action of the association incon
sistent herewith be, and the same is here
by, repealed.
Resolved, That as our tariff is based
upon an insurance as to values of 75 per
cent., therefore an extra charge of 25
cents per 100 may be added to the rate,
unless the 75 per cent. co-insurance
clause is inserted in policies covering
mercantile risk: Provided, this shall not
only apply to towns coming under the op
eration of the three-fourths value clause.

Hill Resents the Intimation shat He Is
Not a Candidate.
A Washington special says:
Senator Hill, like General Alger, still
thinks he is likely to be nominated this
year for the presidency. He resents the
friendly intimation to the contrary,
which he had from his quondam friends,
Gorman and Brice, and repudiates the
delegation of other friends to the effect
that he recognizes the fact that he is
out of the race.
He says that no one was authorized to
declare his intentions at any time, and
that certainly when he declined the
presidential nomination he would do it
in propria perfona. For the present, at
least, he sees no reason for declining It.
As a matter of fact he knows it is now
or never with him, inasmuch as he has
reached and passed his highest point of
prestige and influence, He will, there
fore, fight desperately to the last possi
ble moment.
As yet he has no second choice. To
nominate himself or to prevent the nom
ination of Cleveland is his entire pur
pose. A sacond choice would be diffi
cult for him, for he does not like either
Gorman, Brice or Whitney since they de
clared for Cleveland. Boies, Palmer
and Campbell he knows to be for Cleve
land, and Morrison he. knows to be
against him if not for Cleveland. No
one but Flower seems to be left to him.
