of 86 ofiicers, the remlinining ones be
ing twenty-six captains and fifty-two
lieutenant. These ofticers will be se
lected {rom the best officers of the
Georgia militia.
The various captains who are select
ed will organize their companies in the
towns where they volunteer, and Unit
¢l ~tates muster officials will be sent
to cach point to muster them into ser
vice. As soon as they.are made Unit
ed »tates soldiers the government will
provide them transportation and will
cariy them to Atlanta to be massed
thereand drilled into perfect shape.
The work of getting the qnota of vol
unteers will be completed this week.

“Ihe Fourth regiment will not be

regiment is commanded by the brave

. Varnedoe, of Valdosta. Colonel
Varuedoe has always been regarded as
the ablest colonel of the state militia,
and several times the United States in
spector for Georgia has recommended

brigade. It was decided by the war
council that the Fourth regiment is

THE CLIMATE OF CUBA. -
A Few Facts That Are of Considerable In~
terest Just Now,
Here are a few facts from the Ency
clopedia Britannica that are of consid
erable interest and value just at this
time, in view of the discussion eon
cerning the climate of Cuba, and its
probable effect upon our troops in case
of an invasion:
Situated within and near the border
of the northern tropical zone, the cli
mate of the low coastlands of Cuba is
that of the torrid zone, but the inte
rior of the the island enjoys a more
temperate atmospheree. As in other
lands on the border of the tropics, the
year is divided betwean the hot
ter and wetter season, corresponding
to the northern declination of the sun,
and .a cooler and dryer period. The
months from the beginning of May to
October are called the wet season,
‘thotgh rain falls every month in the
year. With May spring begins in the
island, rain and thunder are of almost
daily occurrence, and the temperature
rises high with daily vamation. The
period from November to April is call
‘ed the dry season by contrast. On a
mean fof seven years the rainfall at
Havanna in the wet seasen has been
observed to be 27.8 inches, of the dry
imonths 12,7 or 40.5 for the year.
At Havava in the warmest months,
those of July and August, the average
temperature is 82 degrees Farenheit,
fluctuating between a maximum of 80
And a minimum of 76 degrees: in the
colder months of December and Jann
ary the thermometer averages 72 de
grees, the maximun being 79, the min
imum 58; the mean of seven years is 77
degrees. But the interior, at eleva
tions of over 300 feet above the sea, the
thermometer occasionally falls to the
freezing point in winter, heavy frost
is nmot uncommon, and during north
winds thin ice may form, though snow
is unknown in any part of the island.
The prevailing wind is the easterly
trade breeze, but from November to
February cool north winds (los nortes,
“‘northers”) rarely lasting more than
forty-eight hours, are experienced in
the western portion of the island. to
which they add a third seasonal
change. From 10 to 12 o’clock are the
hottest hours of the day. After noon
refreshing breeze (la virazon) sets in
from the sea. Hurricanes may occur
from Augustto October, but are less
frequent than in Jamaica or Hayti,
and sometimes five or six years may
pass without such a storm. Slight
shocks of earthquakes are occasionally
felt. There are no diseases specially
ingenous to the island; the yelliow fe
ver, which breaks out with renewed vi
ruiance regularly with the wet season
in the coastlands and seaports ot Cuba,
an~ually causing great loss of lite, is
quite unknown in the interior.

The Queen a Catholic?
The old rumor is again revived that
Queen Victoria has long been a Roman
Catholic. The people who tell us such
things say that as she approaches
death her devotion to her c¢church
grows stronger, She goes to the south
of France each year to spend Easter,
and it 1s argued that she goes there
for confession, which every Catholic
must make at least once a year. The
English laws do not permit a Catholic
to occupy the throne hence the secre
cy of her practice of the rite. She is
not the first of England who has been
a Catholic in secret. The whole story
may te an ordinary fake, but it is not
at all impossible. |

To Change the Climate of Canada.
A Boston inan sayvs he can change the
slimate of New England and the maritime
provinces of Canada by building a dam
across the strait of Belle Isle, blocking it
and diverting the northern currents. The
dam wozld have to be ten miles long and
about 200 feet high and strong enough te
resist the ocean. He thinks this could be
done for £9,000,000, and that it would
give the territory named a climate much
like that of southern New York and New
Jersey.
