and in leaving it, be leaves many
warm friends, and many who trusted

dispatches that Menard, tho colored
Representative from L>uisi»na, has not
rooeived his “stifieaU."—suspects foul
play, and is in bad humor, generally.
The Herald says:
“Menard, the caboed Ocngressnian
fivm Louisiana, suy» ho wrote to Gov
ernor Warmoth for his certifiaate over
two weeks ago, and has received no an
swer yet. Ho is inclined to believe
that Warruoth wants to play him a
triek, and by withholding his certificate
lead the Uonintiteo on Elections to sup
pose that tbe Governor of tho S.ate has
his doubts about the legality of his
election. Menard is unsparing in his de
nunciation of tho corrupt ring of Repub
licans in power in Louisiana. Warmotb,

The Northern carpet-baggers come in for
a liberal share ot his animadversions,
lie is sati.'fied uow, after a few years
experience that the carpet brggers are
scoundrels, and that the colored people
are last coming to the same conclusion,

Congressmen has sunk deeply into his
soul,especially the contemputous manner
in which bis Radical colleagues from

acted towards him since his arrival.
