Tho receipts of tho week wero 151,095 ~~ a heavy increase over previous weeks. The exports exceeded those el tho same weeks last year by 32,794 ones. The stock in Liverpool, is com pared with that of tho same timo last year, was nearly double,and the amount °f cotton atloat for Liverpool was more than double—being 370,000 bales against 177,000 last year. —Telegraph J' Metsenger. Whereas, on the night of tho IGth of Jan uary last Jaiucß Eider, a colored man, resid ing on the plantation of Doctor Eider, in the county of Clarke, was taken out of his bed by-seven or eight disguised and armed per sons, who had forcibly entered hia house, and after liaviug, by tluA, been taken out side and stripped of his clothing, was whip ped in a moat cruel and brutal manner, in flicting near one hundred lashes upon him : and, Whereas, it is reported that no other reason was ascribed by (hose parties for thus treat ing the said Elder but that ho had publicly commented upon the fact that some of the marques and clothing used as regalia by the organization known as the Ku-Klox Klauhad been discovered by a colored girl hid away undor a pile of corn shucks on the planta tion, and had been warned by certain white persons not to repeat his statements in regard to this discovery of Ku-Klux regalia ; and, Whereas, outrages of similar character have lately been perpetrated upon unoffend ing and peaceable colored citizens in said county of Clarke, without effectively enlist ing the efforts of tho good and law-abiding ciiizens ot said county to bring to justice the guilty parties; and Whereas, the peace and tranquility of the State demand that active and strenuous ef forts should be made to prevent iu future a re-occurrence and repetition of tho outrages so frequently committed ol late in said coun ty of Clarke : Now, therefore, in order to vindicate the majesty of the law, and to insure full protect tion to the life and property of every citi zen, I Rufus B. Whereas, reliable iuforma'ion has been re ceived at this /department that on the night of the 18th ol January, ultimo, a parly of disguised men, known as the Ku-Klux Kian, about thirty in number, went to the House ol lion' Alfred Richardson, a colored citizen and member elect to the Legislature, residing in the town of W&tklnsvillp, county of Clarke, and after having forcibly effected an entrance by cutting down the door of the hon.-e with an axe, some eight or ten of them proceeded np stairs, to where the in mates had fled for safety, and upon finding the said R-chardaon, commenced firing upon him, and seriously wounded him in three dif ferent places ; and, Whereas, the wile of the said Richardson, while standing at a window calling lor help, was shot at ten or eleven times by some ol the party who had remained outside, all the shots taking effect in and near the window she was (tanding by ; and, Whereas, this is the second attempt, to as sassinate the Baid Richardson, which ha been made within a recent period ; and, Whereas, the authorities of the said coun ty of Clarke have failed to ferret out or to secure the apprehensiou of the perpetrators of the outrage above rocitod, notwithstand ing one of the members of the Klan, a white man named James Ponder, a resident of the county, was badly wounded and car ried away through the county by the o her me mbers of tho Alan, and as is repo ted, has since died and been buried without in quest : Nos-, therefore, in order to effect this oh j -it and to maintain the sacreduess ol ltu m.n life, I, Rufus B- Bullock, Governor ol this State, do hereby issue this, my procla. motion, offering a reward of Five Thousand Dollars for the apprehension, arrest and con victlon of any one of tho paries engaged in ihe perpetration of the outrage aforesaid ; and One Thousand Dollars each for anv ad d t onal number more :han oi.e of the “K'aii” engaged iu committing the outrage above recited’ Given under my hand and the Great Seal of the State, at the Capitol in Atlanta, this secoud day of February, in the year of our Lord Eighteen Hundred and Seventy ono and of the Independence of the United States of America the Ninety-fifth.
