Now is the time to get bargains Extra Police. —Disclaiming any thing of a dictatorial spirit, wo would suggest to our city fathers tho propri ety of organizing an extra police foroo for tho hollidoys. This has never been out of place on Christmas occasions, and, under ail the circumstances, is more than ever, essential to the peace and security of the community. There are doubtless more fire-arms in the hands of the people, than has ever been the cuse before ; and as a gener al thing they are in the hands ot persons unaccustomed to their H s e. For this reason, tho ordi nance in legard to -hooting w.thm tho incorporation should bo rigidly en forced. Every good citizen who values the peace of the community will recog nize the importance of these sugges tions. Dawson Manufacturing Company. —The unbounded success of this en onterpriso affords groat encouragement to manufacturing interest of this coun try. Within the past few weeks we have examined a number of cars man ufactured hero, and found the work manship of u high order. During the year this Company has furnished cars for the Southwestern, Central and other roads; and the reports of Super intendents and inspectors as to their merits, are in every case highly flatter ing—they being much preferred to those formerly furnished by Northern Manufacturers. The company in now filling from the Memphis and Chaileston Road, for fifty cars—some twenty-lhree or four of which have al ready been sent forward, and are be ing run satisfactorily. Maj. 0 O. Nelson President of this Company, has evinced a degree of energy and pet seven nee in this enter prise, w hich places him at the head of the list of enterprising men of this sec tion. Fire! Fire!—We are in constant dread of being called upon to head an article with this captioD ; unless there are seme steps taken to be prepared for such an event, wc fear some Journalist will have to chronicle the total destruc tion of the town. We must have a fire company of some description ; and without going to the expense of purchas ing a fire engine, and preparing for wa ter —notwithstanding it would well re pay the property-holders of Dawson to incur even that expense—we would sug gest that a meeting of citizens be called at an early day, for the purpose of or ganizing a Hook and Ladder Company. The apparatus necessary for such a company would oost very little—as it could he prepared by workmen in our midst—while it might be the means in case of fire, ot saving thousands of dol lars to the community. Organization and mutual understanding are the maiu ideas. With every man on his “own hook,” at a fire, a hundred men are not equal to onc-f"urth that number who .work systematically. An ounce of preventive is worth a pound of cure.” A fire once under headway in Dawson—without systemat ic operation against i:—would leave al most the entire town in ashes. Akertnan, one of the few enlight ened men now in the Atlanta Conven tion. As to “Relief”—l am sorry that this question has come up. The Conven ion will have no nn re power over it than an ordinary Legislature, fir the Con stitution ot tiio United States restrains ■no as much as the other. Cut the questiou has beeu raised and i shall meet it. 1 have looked anxiously for some com stitu'iuual plan by wbteh the debtor can be relieved and justice can be done the creditor, aud have found none but the lJankiupt Lw. If the exemption under that is two sntali, Congress might oe urged to enlarge it, but no other help do I sec that can be given by law. The mildest form of relict—the Stay law—is held by most of our jurists to be nnconstitu’.i-r'-al, and so has been pronounced by Chief Justioo Chase at Raleigh. 11,.w, then, can broader meas ures staud the test ? The advocates of re!i< f in Georgia have proposed no dis tinct plan. This shows that they feel the difficulties of the case. I cannot see how you preserve the “obligation of contracts,” wlnn you pass laws to pre veut the ert di ! or fit tit getting what he contracted for. Iu my feelings, and in advice tn friends and clients, I am for compr'in ise, forbearance and concession, accor ding to the moral equities of each par ticular case. But tnese equities are not dt finable or enforiibte by law Practically, three • fourths of the debts of the country will be lost, from the in ability of the debtors. Is it not enough for creditors to lose their slaves and the depreciation of other property of the same extent as other men, and three fourths of their debts besides ? And is it just to oppose on them also the loss of such debts as the debtors are aide to pay? Fur only such can be collected under our present laws. When the d-btor is overwhclmef, the bankrupt law will disincumber him for the future. For instance, its relief ought not to he withheld from fiduciary debtors—guardians, etc , where their inability to respond arises from emanci pation ; and if wo are represented iu Congress, this, with other improvements will soon come. These are very hard cases on both sides. Many excellent people will be reduce and, if debts arc c. Hosted, and ma ny also, if debts are not collected.— There- are many poor creditors as well as poor debtors. Between tbeee unfortu nate classes, both deserving sympathy, I see oo course f r the government but an iufl xible adherence to the Constitu tion. Past rtil ctions make it necessa ry to ‘strcujthcn the things that re main.’ Think of this : that if Georgia should try some such scheme as enlarging the exemption, and other courts should su* tain it, then N .rthcru creditors (and Southern too) would induoo Congress to allow all creditors to force their debt ors into bankruptry, where they would _-et. only the modi rate (XPinp'ion allow ed there.
