Eplitox JourNAL:— DPleasecl low me n short spuce in your wval unble paner to reply to Dr. Ham mond in the position he takes in regard to the fence question. He | anys that the petition that is be- | ing ecireulated in favor of the | stock 'aw i 3 in tha interest of the | rich man. I think he is very mench mistaken. The stoek law 1s the poor man's law. The Doctor well knows that the land in thial county is owned in large bodies, | from 200 to 2,000 acres, and that| it would be impossible to dividef it into small farws aud furnish | timber for feucing it. Therelore, ‘ without tha benefits of a no fenca | inw, a man mast buy a largs farm f or own no land at all. OF the | 2,500 voters in Terrell county per haps 300 of them own homes, Under the prasent system but few ever will; for if we are not able to | buy, say 200 acres, we are cut off ! from tho privilege of having a ! home. With the stock law in op- l aration we could buy five, ten,! twenty or filty scres, and all, both white and colored, could have homes of their own. The Doctor snys he i 3 eircala ting his petition in favor of “fence | and the poor man.” The stock law petition is also bairg cirenla ted in tho interest of the poor ran. 1t is the ouly law under | which the poor men of this coun try ean, or ever will, have homes, {'ne poor men of onr ecounty are| the ones who help to keap up the | fonces, while hundreds of them | do not own any <tock ab all. Is aat justice? Undor the fence systew a man that owns 1,0%) wcres of laund is compelled to ssll if, perhaps, in one body, while with the steck law in force it conld ba divided up and made iuto homes for twenty families. Land in this county is cheap, very cheap. It ia not the price of land that prevents poor men from own ing howes. It is bieause no man who owns & large body of laad can farnish timber to fence it up nto small farms; therefore it is of !ittle benefit to the owner or any one else. With the stock law in forea in this coanty handieds of nien, of bath raees, woull) soon own naat little homas, anl their interost would then be idectified ‘with that of the ecounty. They could then realiza the trus mono { ing of the word “home,” and uot antl then.
