I was told of an employe of one of
the street railroads who fancies spar¬
row pie. Shooting the birds Is too trou¬
blesome, to sai nothing of the penalty
of violating the ordinances. Also, It
would take too long to make enough
of a Img. This man has another ar¬
rangement altogether. He owns a spool
of fine cupper wire, the ends weighted
with Iron slugs. A few leaves tied to
the wire form the decoy. One end is
laid on the ground and the other Is
thrown over the trolley wire. The
sparrows, accustomed to Immunity
from electric shocks, gather on tho
wire, which Is temporarily grounded,
and electrocution follows In every ease.
When lie has enough the pot hunter,
provided with rubber gloves, pulls his

The President of San Domingo Is
Forced To Surrender.
REVOLUTION ENDS IN SUCCESS
Rebel Forces Capture Towns and
Resist lessly Sweep Every¬
thing Before Them.
A dispatch from Santo Domingo
says President Figucro lias resigned.
Tho ministers will continue at th«
head of their various departments un¬
til a provisional government has been
formed, after which the elections for
president and vice president will take
place.
The city is quiet hut business is at a
standstill. The Dominican gunboat
Hcstiiuracion is ashore on the rocks
near Macori. Efforts are being made
to get her off.
Tho United .States cruiser New Or¬
leans and the French cruiser Cecille
are still iu port.
Santiago, Moca, La Vega, Porto
Plata, San Francisco de Mavcoris and
Maui liavo declared in favor of the
revolution.
Santiago was taken after a strong
fight.
It is expected that the other places
will submit to the revolution without
any more fighting, principally owing
to the fact that tlio president has re¬
signed.
Since August 25th the correspond¬
ent of the Associated Press has visited
the camp of General (Jarrido, nine
miles from Santo Domingo, it being
the chief seat of the revolution in the
district.
These he found 800 revolutionists
with Dr. Frias's command of the in¬
fantry. With him was Senor Des-
pradel from Puerto Plata. In their
following they had all the young men
of Ihe city. General Garrido opened
negotiations with tho government au¬
thorities ot Puerto Plata looking to
its instaut surrender. The city sur¬
rendered August 2Gth.
The part of tho revolutionary army
besieging the city of Santiago de Los
Cahsllaros demanded its surrender.
It officials refused to consider propo-
rule, mid the revolutionists attacked
and captured the city.
Negotiations were opened for a sur¬
render of tho fort. The terms were
declined and the revolutionary forces
attacked the fort during the night of
August 2(th mid the plaoo was taken
by storm. After the capture of the
fort the officer who was in command
of tlie government troops entertained
tlit' victors. The casualties of fl le rev-
c.utionury , army number one oflicer
and six men wounded.
Guarantees were given Cordero and
Villuvirde, who a.c now tranquilly re-
poring al their residences.
On August 2Htli General Manuel
Ooceo, government delegate, and Em-
ilio Cordero, governor of tho district
of Puerto Plata, who said they were
inspired by patriotic and humanitarian
ideas, turned the city over to tho mu-
nieipal council. The council in turn
transferred it over to Generals Hubert

were named.
The former government officials
having approved of tho programme of

MILKINO RBINUBKR.
The Cows Are First Lassoet and Then
Tied to Trees.
“The People of the Reindeer” is the
title under which Jonas Stadllng de-
scribes In the Century a visit to u
Implant) camp. A pisturesquc account
is jflven of the milking of the rein-
Placing ourselves on both sides of
the entrance to the lnclosure, at some
distance, we stopped to wait for the
herd. Looking In the direction from
which the burking was heard, we ob¬
served on the summit o£>th,e nearest
mountain ridge, against the horizon,
something like a moving thicket, car¬
ried, as it were, by a swift current
down the mountain-side. Soon we dis¬
tinguished the graceful forms of hun¬
dreds of reindeer, ns they, with elastic
motions, leaping ami bounding, came
tearing down toward the camp, the
dogs stretching like ropes along the
ground on each side of the herd to
keep it together. We crouched behind
stones and hushes so as not to friglit-
en the half wild animals. With a good
deal of running, gesturing and shout¬
ing, the herd was finally brought Into
tho lnclosure, only a few of the wild¬
est animals escaping over tho fell,
past some of the little children.
Hushing Into the lnclosure in an un-
broken stream of more than a tbous-
and unlmuls, the herd did not cease
running,—the reindeer is always ou
the move, except at Its regular resting-
timi's,—but continued In a circle
against the sun. The reindeer in these
circular motions always runs against
the sun. if It runs with it, it is a sign
of disease of the brain. In the midst
of the reindeer, leaping, bounding and
butting in a friendly way, while glv-
lug out tboir peculiar grunting sound.
the picturesque figures of our Lap-
punlun friends were seen, surrounded
by a thicket of horn:’. Our hostess,
having hung her ba-y to a birch in
the middle 7 1 I, of , the , lnclosure, , stood, , , like ,,,
a number of other women mostly
guds. with a wooden scoop in her hand
ready to milk the first or the female
reindeer caught; while at the outskirts
of the mekisme Stood a number of
children with large pails to receive the
milk from ike scoops, the smaller ehil-
dren either running about playing out¬
side the earn]), or giving suit and an¬
gelica to the tamest animals, The
most important actors on the scene,
however, were the men moving about
slowly lu the midst of the herd, bold-
ing the lasso behind their back hi the
right band, and looking sharply at tho
running animals. As quick as lightning
a lasso whizzed through the air, the
frightened animals recoiling and then
increasing their speed. When the lasso
lilt the mark, the cow was hauled iu,
and tied to a birch while the milking
was done. So they kt/pt on for nearly
two hours. The quantity of milk
yielded by each animal Is very small,
at t i„. m oat about a tefteupful, bet it
ks 0 f very nutritive quality. 'Hv lullk-
j,,^ which Ut by no means regular. Is
done. If possible, once a day. In win¬
ter-time there Is of course no milking.
To prevent the calves from sucking
wtjeir mothers, pieces of bene are tied
hito their mouths, or the udders arc
besmeared with tar. S©me of tho
Lapps consider It sinful to milk the
reindeer and thus deprive the calves of
their food.

Judge Hilton's Mistake.
When Judge Henry Hilton, who died

great business of A. T. Stewart go to
the vvull in 1896, with liabilities of

this fact, shows that Htewart never
