PRESIDENT SETS I NOVEMBER 28 AS THANKSGIVING This Year We Have Special and Moving Cause to Rejoice He Says.—People Urged to Assemble in Churches and Return Thanks to God. President Wilson in a proclamation issued Monday, designated Thursday, November 28. as Thanksgiving Day and said this year the American people have special and moving cause to be grateful and rejoice. Complete vic tory, he said, has brought, not only peace, but the confident promise of a new day as well, in which “jjustice shall replace force and pealous intri gue among the nations." The proclamation follows: It has long been our custom to turn in the autumn of the year in praise and thanksgiving to Almighty God for His many blessings and mercies to us as a nation. This year we have special and moving cause to be grateful and to rejoice. God hasin His good pleasure given us peace. I thas not come as a mere cessation of arms, a mere re lief from the strain and tragedy of war. 1 t has come as a great triumph of right. Complete victory has brought, us, not peace alone, but. the confident promise of anew day as well, in which justice shall replace force and pealous intrigue abong nations. Our gallant armies have participated in a triumph which is not mafred or stained by any purpose of selfish aggression. In a righteous cause they have won immor tal glory and have riobly served their nation in serving mankind. We ha\T cause for such rejoicing as revives and strengthens in us all’the best tradit ions of our national history. Anew day shines about us, in which our hearts take new courage and look for ward with new hope to new and greater duties. While we render thanks for these things let us not forget to seek divine guidance in the performance of these duties, and divine mercy and forgive ness for all errors of act or purpose, and pray that in all that we do we shall strengthen the ties of friendship and mutual respect upon which we must assist to build the new struc ture of peace and good-will among the nations. Therefore. I, Woodrow Wilson, presi dent of the United States of America, do hereby designate Thursday, the twenty-eighth day of November, next, as a day of thanksgiving and prayer, and invite the people throughout the land to caese upon that day from their ordinary occupations and in their sev eral homes and places of worship to render thanks to God, the ruler of na tions. New counties created by constitu tional amendments ratified by the j people in the last general election will get no taxes until next year, ac cording to a ruling which has just been furnished the county tax col lectors of the old counties from which portions were taken to create the new. The law provides that taxes on property situated in a portion of a county taken off to make anew county shall be paid t oheldteoSHßHH county shall be paid to the old coun ty for the year in which the new county was ratified. Applied to the present case, this means that none of the new counties ratified by popular vote will do any collecting until the fall of 1 1) 1 £*. These new counties’ will come into actual existance, with county lines and county machinery, when the governor proclaims the ratification of the constitutional amendments, and when the new coun ties have elected officials and the same have been comlesiened. t
