General Presentments
To the Honorable James B. Park,
Judge of the Superior Couit of
Wilkinson County.
We the Grand Jurors of the Wilkin
son Countv Superior Court for the
April term 1932, make these our
presentments:
We have investigated and disposed
of all bills delivered to us by the So
licitor.
Through our committees, we have
investigated the poor house, the roads
and bridges, the courthouse and jail
and the chain gang camp and find as
fallows:
At the poor farm we find 16 in
mates, consisting of 2 white men, 8
white women and 6 negro men. The
place seems to be well kept but we
find that some of the bedding is in
very bad condition and we recommend
that new mattresses be provided
where needed in order to insure com
fort for these county charges. We
further find that the foreman’s house
is in bad repair and we recommend
that it be covered at once.
We found at the poor farm 2 mules
2 wagons in fair condition, plow tools
sufficient to run 2horse farm, 100 bu
corn, 8 bu. peas, plenty of hay and
fodder, 3 sows, 11 pigs, 1 shoat. and 2
dry milk cows. We recommend to
the County Commissioners that cows
be provided at once to supply milk to
the inmates,
We find that the roads and bridges
in the county generally are in good
condition but members of the Brand
Jury have reported that the bridge
over Water Fork branch, between
the VanLandingham place and Ir
winton, over which mail route No 3
from Toomsboro goes, is unsale. Al
so the bridge over Bear Camp branch
between the Hartley place and Ir
winton is reported unsafe and the
bridge and dirt work over Mercer’s
bridge over Sandy creek are reported
in bad condition.
We find the county jail and court
house in good repair and the jail is
being kept in sanitary condition, with
plenty of blankets and supplies and
new screens.
We have investiga ed the Justice
of the Peace dockets from districts
No. 362. 353, 331, 15^$, and 327 and
found them to be properly kept.
Dockets from the other districts were
not sent in for inspection.
Upon the report of the committee
which yisited the chain gang camo,
we wish to commend the manner in
which the chain gang is being operat
ed. The present camp has been built
at a cost of $326.18 according to a
statement of expense given the Grand
Jury bv the Road Superintendent It
has been designed for economy and
efficiency with special attention given
to its sanitation that the health of
prisoners may be properly safeguard
ed. The Road Superintendent states
that wholesome food is furnished at
a cost of about 20c per man per day,
and clothing at an average cost of
about 10c. A list of material, sup
plies and machinery on hand as given
by the Road Superintendent, is at
tached as a part of these present
ments.
The Grand Jury has received from
the Board of Countv Commissioners
a very interesting statement of the
financial affairs of the county show
ing the following facts:
That since 1924 the taxable prop
erty in the county has decreased in
yalue $528 449.00.
That the tax rate, since the new
courthouse and jail were built and
paid for, has been lowered from S4O.
00 on the thousand for county pur
poses to sl2 50 per thousand for
county purposes.
That at the present time there are
outstanding vouchers amounting to
$13,604.12.
That the countv haa an anticipated
revenue of $62,608 52 with which to
pay off these vouchers and carry on
the county affairs lor the rest of the
year.
That the Exchange Bank of Mill
edgeville has been appointed County
Depository and that the deposits of
the county are covered by a good and
solvent bond.
Upon the advice of county officers
that there is a strong propability that
Suck Thompson died of poisoning, we
recommend that the body be exhumed
and the viscera analyzed by a chem
ist and that the Board of County
Commissioners appropriate a suffici
ent amount to pay for same.
We further recommend that the
pay for tax assessors be reduced to
$3 00 per diem.
Having been advised by the Coun
ty School Superintendent that the
terms of two members of the Board
of Education have expired, we re
commend for appointment, Mr A. S.
Boone to succeed Mr N. H. Bacon,
and Mr W. T. Porter to succeed
himself.
It having been called to the atten
tion of the Grand Jury that intoxicat
ing liquors and their uses were in ev
idence at various ling places at the
recent primary in violation of our
laws and to the disgrace of our coun
ty. we have undertaken to make an
investigation. On account of lack of
sufficient evidence, we have been un
able to place the guilt bht we wish to
bring censure on those parties re
sponsible for thus polluting and cor
rupting our ballot.
Believing that by so doing it will
help to purify our elections, we re
commend and urge that the registrars
of Wilkinson county meet on April
20th as prescribed by law and purge
the county’s voters list.
