The Supreme Court of the Fnited I
States has once more decided that the !
amnesty proelimuiiotis of President
Johnson have, and have had, full i
force and effect. One Pargond hrough'
suit in the Court of Claims for the
proceeds of cotton seized and sold un
der the Captured and Abandoned
Property act of 1803. The court
held that he did not show that he had
never given aid or comfort to the re
bellion, and on Pargnnd’s appeal the j
Supreme Court decided that Presi
dent Johnson's amnesty proclamation
of December 2d, 1808, relieved him j
from the necessity of proving that he
adhered to the Fnited States during ’
the war. The pardon, in other words,
washed out liis participation in rebell
ion, and made him in law anew man,
so that the Court, of Claims could not
go into the 'luestion of his “loyalty.''
As Pargoiid's ease is the ease of eve
ry man participating in the rebellion,
the amnesty of December 2d, 1808,
being absolute and universal, it can
be seen that any man may now sue for
his property in the United tates Court
without being hampered by the ques
tion of “loyalty. ’ The Johnson
proclamations have abrogated all the
vindictive legislation of the war that
far. ’l he ah*tract of the opinion of
the court, as we have it from Wash
ington, is lu re subjoined :
No. 30. —Pnryund ex. United

Claim*. —’l Ins was a proceeding to
recover the proceeds of cono i . e zed
undi-r the ('apttired and Aha do ied
Property act ol 1803, and was argued
at the last term of the court. The
Court of Claims dismissed the petition
on the gi-mtud that it did not aver
that the Claimant had given no aid and
comfort to the rebellion-, nor sufficie t*
lv aver Executive pardon. It is here
held (the sane- a* in the ciise of Arm
strong vs. Fnited States, recently
decided) that the President's pr cla
mation of December 23. IKOs, grant
ing pardon and amnesty uncondition
ally and without reservetion, relieves
the elaimants in eases under the
Captured and Abandoned Property !
act from proof of adhesion to the I
Fnited Stales during the late par.
The judgment dismissing the petition
is reversed.
The Chief Justice delivered the
opinion.
Tribute of Respect.
To the memory of brother E. Tiles,
who died at his sesidonce in, Walker
county, on the 13th of March 1872,
in the G9th year of his age. There
is an ancient maxim which bids us
say nothing but what is good of the
dead. Most faithfully and truthfully
can this motto he obeyed in the pres
ent instance. Nothing hut good can
be said of our brother whose decease

church in 1842 of which he continued
to his death a consistent member.—
He joined the Masons in 1838 and
was a true and worthy brother, lie
was exemplary in all the relatians of
life, as a Christian humble, as a hus
band kind, a a father affectionate, as a
neighbor and friend, loved and vener- j

But war a- a il-einle of Jesus that j
his light shone brightest. Hi; ’-My |
walk and conversation proved that he j
was a child of God; vet there was no
ostentation in his religion. Meekly
lie followed ins Ma. h r ever ready for
his call. Death for him had no terrors,
but was the messenger summoning
him home. Although he expressed a
desire to live for the sake of his family;
vet he was perfectly resigned to the
w ill of his Heavenly Fat liar. Thus
has hurried from our midst one of out
most worthy Brothers, in whom his
family, the church and our brother
hood have sustained a great loss; hut
let us how in humble submission to
the decrees of heaven feeding assured
that our !o*s is his eternal gain.

■ The old axiom that enterprise and
energy are houtfd to Succeed, has never
been more aptly illustrated than in
i the recent career of that vigorous
1 Georgia newspaper, the Sst vannah
Morning Amp'S. An idea has hereto-j
fore prevailed that th.re is no field
in tile So all for active, entgrpris ng j
journalism. This idea, however, has j
irtjen thoroughly dispeH'ed by the on- I
of the Morning j
Jaw.* |S ene months ago, when that
| aper inaugurated a sevie> of special
telegraphic dispatches, independent ot
the Associated Press reports, which
have been so popular wij.li both its
readers and its exchanges, the effort
was essentially experimental, hut an
experience of only a few weeks was
necessary to prove that the people were
willing to reeog ;ize and support a.iv
attempt to furnish them with the latest
and freshest intelligence.
The Morning. A".«'«, however, ai
t miigh n:n of the most popular .and

is not anew enterprise. Mauv of our. i

member, also, that it has always been
consistent and persistent in the main
tenance of Conservative Constitutional
principles, and a firm and unwavering
advocate of the rights and interests of
the Bouth—a record of which anv
journal many well he ptoud.
The editorial chair is filled by Col.
R. T. Thompson, the well known au

c imieeinni with the paper dates from
the first number. Colonel Thompson
is assisted in the editorial deparmeut
bv Mr. J. Harris, whose racy epitome
of “Affairs in Georgia’’ is so popular
with the readers of the New*. Harris
is unquestionably the springhtliest of
the young members of the Georgia
press, and in good time will have ichiev
ed a distinction to which many of the
older ones have not yet attained. Io
addition, there is employed a full and
efficient corps oflocal, marine and com
mercial reporters. '
Wchuvegood reason to believe that
the features which have achieved for

among Southern journals will not only
he continued, but improved upon, and
to those of our readers who desiren
live, reliable, vigorous and wide-uwke

of any other Georgia daily—ive most
heartily commend the News. They have
a choice of three editions—-the daily,
