Time is of the utmost importance

structing reinforced concrete Ele
vated Tank Foundation and an
Elevated Water Tank, at which time
and place the proposals will be
publicly opened and read aloud.
Proposals received after desig
nated time will not be considered.
The work is in two parts as
follows:
CONTRACT NO. 1:
Construct foundation and center
pier for one 500,000 gallon steel
elevated water tank including
piping, grading, and site prep
aration. Furnish and install one
altitude valve and telemetering
equipment for the tank including
the vault and all electrical work.
CONTRACT NO. 2:
Furnish, erect and paint one
500,000 gallon steel elevated water
tank.
All of the above to be in accord
ance with the Plans and Specifi-
cations of the project. Plans and
Specifications may be examined at
the office of the Water Authority at
Morrow, Georgia, or the Engineer’s
office in Atlanta, Georgia. They
may be obtained from the En
gineers, Robert and Company
Associates, 96 Poplar Street, N.W.,
Atlanta, Georgia 30303, upon
deposit of $20.00, one-half of
which will be returned to actual
Bidders upon return of the Plans
and Specifications within 10 days
after opening of Bids.
Bids must be accompanied by
Certified Check or Bid Bond in
amount of not less than 5% of the

tract price will be required for all

PETITION FOR CHARTER
FOR PROFIT CORPORATION
The petition of John W. Morgan,
Mrs. Betty A. Hansen, and Chaun
cey W. Depew, Sr., hereinafter
called petitioners, respectfully
shows:
1.
Petitioners desire for themselves,
their associates and successors to be
incorporated under the name of
"North Clayton Business and Tax
Service, Inc."
2.
The object of said corporation is
pecuniary gain and profit.
3.
The general nature of the business
or businesses to be transacted is as
follows: Business, bookkeeping and
tax service to the general public and
allied businesses.
4.
Petitioners further desire that said
corporation be vested with all the
rights and powers now or hereafter
given to do any and all things which
may be needful or proper in the
operation of the above described
business, and that said corporation
have all of the powers enumerated
in Sections 22-1827 and 22-1828,
Georgia Code Annotated, and such
powers as may hereafter be given
by law.
5.
The maximum number of shares
of stock shall be One Hundred
(100) of the par value of five
($5.00) dollars per share, all of
which shall be common stock.
However, the amount of capital
with which the corporation shall
begin business shall be not less than
Two Hundred Dollars ($200.00).
The corporation shall be authorized
to issue additional shares up to the
maximum sum above stated, and
thereafter, from time to time, but
within the limitations set forth in
section 22-1854, Georgia Code
Annotated, to reduce the amount
of capital outstanding.
6.
The time for which the corpora
tion is to have existence is 35 years,
with the privilege of renewal of the
charter, from time to time, upon
the expiration of said periods of
thirty-five (35) years.
7.
The County in which the princi
pal office of the corporation is to
be located is Clayton County, Geor
gia, but the privilege is desired of
establishing branch offices and
places of business both within and
without the State of Georgia.
8.
The name and Post Office address
of each of the applicants for charter
are as follows:

Petitioners further desire that
by-laws of the corporation shall be
adopted by the common stock
holders, and such by-laws shall pro
vide for the officers of the corpora
tion, the manner of their selection,
and such other rules appropriate to
by-laws which have as their purpose
the control and management of the
corporation, including provisions
whereby the by-laws may be
amended.
10.
Your petitioners herewith exhibit
a certificate of the Secretary of the
State of Georgia as required by
Section 22-1803, Georgia Code
Annotated.
11.
The corporation shall have the
power to amend, alter, change, or
repeal any provision of its charter
in form or substance upon the vote
of two-thirds of its outstanding
common stock; and all rights con
ferred upon stockholders, directors
and officers herein and granted sub
ject to this reservation.

The Church In The Wildwood
XI Young Schoo/ Teacher Goes Courting in The West
To New York state’s young school teacher
and singing-master, William Savage Pitts,
the Cedar Valley country of lowa held a
greater attraction than tall cedars and
towering red oaks. The lady’s name was
Ann Eliza Warren.
On a “bright afternoon of a day in June.
1857,” as he put it, Pitts swung down from
a stage coach at the frontier town of Brad
ford in the heart of the Cedar Valles
country. One of the first things that struck
him was a grove of cedars which, to his
thinking, presented a perfect setting for a
church. There was, of course, no building
there but, as Pitts put it, “the spot was
there waiting for it.”
What William S. Pitts didn't know was
that the very spot had been donated bv
Citizen Joseph Bird for a church building
Two years earlier the Rev. A. O. Littlefield
had organized a Congregational Church
and his successor, the Rev. John K. Nut
ting, was planning to put a building in the
grove so he could move his congregation
out of an abandoned store building “with
doors and windows gone.”
Prof. Pitts married Miss Warren and
settled down in Rock County, Wis., where
he had lived since moving from Orleans
County, N. Y., 10 years earlier. But the
grove over in lowa lingered in his mind
So, at his home in Wisconsin, the 27-yeat
old singer-teacher wrote a song about an
imaginary Church and called it “The Little
Brown Church In The Vale.” The job
done, he put the manuscript away and
forgot it. That was in 1857.
Back in Bradford, a Mr. Watson donated
timber and sawmill owners Elmore and
Walter Smith cut the 50-foot red oaks free
of charge. A group of men dug rocks from

the hills and laid the foundation. Newton
Palmer led a force of volunteers in putting
up the framing. Siding was donated and
hauled 80 miles by wagon from McGregor
Sunday School children of a church in
Massachusetts sent $l4O, for hardware. A
foundry in Troy, N. Y„ east a bell. Due to
the Civil War, and for lack of funds, prog
ress was slow but the structure was finally
finished and enough money was scraped
together to buy a keg of inexpensive “mill
end paint. The color was brown. That
( was 1864.
; I'o be near his wife’s people, Prof. Pitts
- moved to Fredericksburg, 16 miles east of
Bradford. Ihe folks at Bradford organized
a singing class and Pitts went over to
teach it. It was then that he saw, for the
first time, the church in the grove. And.
i to his amazement, it was painted brown.
( Ile dug out his manuscript and sang his
song for the first time in public in the
little brown church. It became so popular
, that a Chicago publisher bought it and.
, with the proceeds, Pitts finished medical
school and practiced in the Cedar Valley
country until 1906. That’s why the hymn
' books list the author as “Dr. Wm. S. Pitts.”
In 1868 the railroad was built through
’ Nashua, two miles away, and Bradford
laded from the map. But the little brown
church is still there in the grove. There
are only 112 members on the roll, but an
estimated 60,000 tourists stop there every
; year. The Rev. Nutting lived until 1917
। and Dr. Pitts passed on a year later. The
present pastor, the Rev. Glenn L. Utter
back. estimates an average of more than
I 1000 weddings in the little church every
I year. And it all started nearly a century
' ago when a Yankee school teacher went
i courting in the West and wrote this song:
Its tones so sweetly are calling,
Oh, come to the church in the vale.
From the church in the valley by the wildwood,
When day fades away into night,
I would fain from this spot of my childhood
Wing my way to the mansions of light.
