LOCAL MATTERS.
Forth. HuinljSulfmrK.
The citizens of our town, who are ever
ready to respond to the appeals of the dis
tressed and suffering, have been again call
ed upon to give in the name of charity,
and have responded willingly to the cry
of the distressed people of Baiuhridge.
This year, and t this time above all others,
our own people, merchants and business
men generally, find it a hard matter to get
money enough to supply the bare neces
saries of life, let alone to think of giving
anything toward charitable purposes. But,
from the beginning up to the present time
they have been made familial with the
deplorable state of affatrs existing in Bain
bridge, and were prepared to contribute
their share at any time when called upon
to do so.
Thursday licit the U v. Messrs. Campbell
aiulSv -el look this mutterin hand, and can
vassed Q'irmau form one end to the other,
and spies., and themselves ax highly phased
with the result, having in, t with a liberal

uam.ot be said in praise of these geutle
mcn for Ui 'ir prompt response to the cry
for assistance fioin the Suffering people ot
Baiuhridge. Tt is net on this occasion
alone wc hav* been called upon to notice
their acts of kindness, as they are ever
reody at any end all times to respond to
to the cry of suffering humanity.
There are other gentlemen here who
have also lent their aid to this noble cause.
The “Quitmm Amateur Minstrel Troup”
intend giving a performance on Friday
evening next at llillyard's Hall in aid of
the sufferers. Mr Kayton very kindly
tendered them the use of the Hall, free of
charge, and was instrumental in the get
ting up of the entertainment.
The price of admission is only twenty
five cents and is within the reach of all.
We wish them a crowded house and all
success in their undertaking.
(Since the above was in type, the Kev.
Mr. Sweet informed us that he forwarded
fifty dollars to Baiubridge yesterday, and i
will forward more as soon as possible.

would earnestly advise all those who have !
not secured for themselves or their fam

do so at once. They are not only artists
of ability and skill, but evidently gentle
men in their profession, who study to please
and give entire satisfaction to all their
patrons. Their photographs are admired
by all, and are warranted to endure. Op
portunities of procuring such work as this
is rare, even in large cities, and when such op

of such a town ax ours, they should not be
allowed to pass unimproved.

Bhookh Hrviiiuou Comer, )
November Term, 1873. (
In entering upon the duties of the week
we are encouraged to find the financial
condition of the county healthful and sat
isfactory.
There are good and reliable assets on
hand to the amount of $5,387 28, against
outstanding liabilities to the amount of
•Bft, 013 £il, leaving the small balance against
the county of only s(>'26 00, and while we
allude with pride mid gratification to
these facts, we are mindful of the trying
financial embarrassments that are new in
flieting onr common country, and cannot
too strongly impress upon the county
Judge the great importnuee of strictly ad
hereing to a rigid system of economy in
in all future disbursements, and the
prompt and early payment of so much of
the count debt as a proper regard for the
public interest will allow.
The books of the County Treasurer are
neat and business-like, trad give high evi
dence of tme fidelity.
The books of W. G. Bentley, clerk of
tile Superior Court, and the systematic ar
rangement of all papers outlie in his of
fice bespeak for that public functionary a
full proportion of skill and proficiency in
the discharge of his official duties, So
likewise with the Ordinary. His business
gives fluttering evidence of close attention,
neatness and promtitudo worthy of com
mendation.
The public buildings are in a fine state
of preservation, and seem to have been
well eared for by onr respected county
Judge. We ask that the chimney to the
Jail be rcpiui txl, anil that an aperture he
made in the doors of the dungeon sons to
admit the passage of food without opening
the doors, and that the fencing around
the building be put in good repair.
The amount received up to this time
from the State for school purposes is
*835 SO Raid out by order of the board,
$590 11, leaving on hand for distribution
$309 72. To this amount there is a bal
ance due from the State for 1871, $(130.75,
making a balance due and subject to dis
tribution for 1871 of $845 17. The amount
due for 1873, not yet received is Si,GDI 00
making a grand total of $2, 53(1 17.
The working of this sy nm being new,
■n il to oar minds sou,. wb.it complicated,
we. as a body are unprepared from the lim
ited time afforded for an investigation into
its merits or demerits, to determine what
amount of beneficial claims it has upon
to country.
We recommend that the mimes of Eliza
beth Smith, M. 1). Kirkland, Thomas
Hi-lph, Ouber Morrow and Mrs. B. Mur
phy be stricken from the pauper list; that
U. G. Fitts and wife receive jointly five
dollar* per mouth; that, James A Spiffin’
receive at the rate of forty dollars per an
num. and that the pauper fund in the fu
ture remain in the county Treasury, and
lie paid out under orders from the county
Judge, after careful investigation us to the
necessities and wants of those asking aid.
We fully endorse the settlement made
by Hon. E. R. Harden, under advice from
the former Grand Jury, with 1). U. Mc-
Neil, former county Treasurer, and earn
estly recommend that all bonds and other
writings against said former Treasurer be
cancelled and satisfied upon the payment
of nine hundred and thirty-six dollars, as
agreed upon, and that receipts in full he
passed accordingly.
We respectfully request an order by this
Honorable Court transferring such minor
offences from this to the County Court us
come within the Jurisdiction of that tri
bunal.
We reecommend that Jurors and Bailiffs
be paid one dollar and fifty cents per diem
for tlieir service at this term, and that the
county Judge draw his warrant in favor of
one manag r from each Militia District,
who brought in and signed the consolidated
returns of the late election for Sheriff, for
such amount ns allowed by law for siumlnr
service at general election.
Wo present Thomas Avery, James E.
Morrow and S. A. Graves, Road C unniv
siom rs for the Town District, for failing
to discharge their duties as such, in and
upon the road leading from Quitman to
Gruovorvilln, and the road leading from
Quitman to Dry Lake.
We call the attention of the town au
thorities to the road leading East from the
town of Quitman, and suggest that it be
wiudcried and made paaefthle.
The dbcketsoftbe various Justices of the
Peace exhibited to us, wo find correct and
neatly kept.
We dissent from the views of the last
Grand Jury at our May Term, 1873, mid
lowing the Clerk and Sheriff only ten del
lain each per annum for extra services; but
maintain that they should be paid sucli
reasonable compensation as said services
are proven to be worth in accordance with
law,not to exceed seventy-five dollars each,
and request the county Judge to aid is
that behalf and that they be paid accord
iugi.y-
While wo approve the administration of
our worthy eouaty Judge, we also dissent
from the action of the same body in rais
ing his salary from five to eight hundred
dollars, ond insist, that tit action of the
fjr.-f Grand Jury uppoi:. i o.der the law
to determine that question and fix tin
salary of the county Judge was final and
conclusive, and that no subsequent Grand
Jury as the law now stands, can either in
crease or diminish the same.
We desire the presentments published
in the Quitman Banner and The Inde
pendent, provided the same can be done
ut a cost notexceeding ten dollars each to
to the county.
In closing our labors for the week and
in separating to resume again, the various
vocations incidental to life, we each bear
with us, and cherish most grateful and
profound regards for His Honor, W. D.
Kiddoo, our able and accomplished pre
siding Judge, as well as Col. R. G. Mitch

General.

Mrs. Capt. Hall has paid a visit to the

her deceased husband's prayer-book, pick

which she wished to obtain possession of;
but when she was told that Col. James
Luptou. formerly paymaster in the U. 8.
army, who gave Capt. Hall the book on
the eve of his departure, wished to obtain
it if ever found, as he carried it through
our civil war, she relinquished the wish.
Mrs. Ilatl was visibly affected when she
saw the deeply worn volume. The old in

the fly leaf: “Lookout Mountain," “Stone
