When he went to (’hili eighteen months ago, iu the capacity of .Minister to that Republic, he very properly resigned Ids commission in tlm army, feel- ing that he had no right to draw pay for dnties which he could not perform. Mis resignation was not accepted. Oil the con trary, fresh commissions were thrust into his reluctant hands. He refused them uml again asked leave to resign ; but lie is still kept in the service. If Gen. It may be no particular hardship to the General himself, but it is unjust to Ids brother officers.—[ X, Y. Tribune. J39** Charleston papers republish Cal houn's prediction of 1820, attaching to it much significance. It is as follows: The blacks, and the profligato whites that might unite with them, wojdd become the principal recipients of the Federal offices and, patronage, and would in consequence bo raised above the whites of tho South in the political and social scale. We would in n word, change conditions with thorn, a de gradation greater than hat yet fallen to the lot of a free and enlightened (ample, nnd one from which wo could not escape, should emancipation take place (which it cortainly will if not prevented), but bv fleeing the homes of ourselves nnu our ancestors, and by abandoning our country to our former slaves, to become the permanent abode of disorder,- anarchy, poverty, iuisery and wretchednw. ,.iT , > 1 Mrs. Ruth, a 4*ugbter of the late Gen. Quit. man, died a few'days ago In Washington. Mr. Forney found the coui(>OHing room of the Times neither large nor well ventila ted, being much interior in these respects to the best class of offices In this country.— Old-fashioned stands nnd eases were also employed. Tho best compositors—only five or six—cannot earn over two»ty*fix’o dollars a week l although it is nearly as ex pensive living in London as.in our large ci ties. The daily circulation of tho Titnos is somewhat over forty thousand. Of t he four presses used, tho best two are Hoe’s, and they not of bis later and best manufacture. Therein a restaurant con- % . ueetod with the establishment, at. which m|iicror s I mod i* served tit cost prices. There are j eighteen repotters, nnd u corresponding number ol editors, who are invisible to tlm public. The telegraph is much less used than tit this country, and less enterprise is shown in procuring news. Mr. Forney savs that nothing surprised him more than the complete system prevailing throughout the establishment. Nothing is allowed to go R° / the differ* pressmen, and on it is nmrked the cause of any spoiled sheet—whether it was the fault of the paper maker, tlm feeder, or the press. The very rags with which the machine is wiped tire counted, and those who use them cannot receive clean ones until they return the dirty ones.
