TOTAL DEFENSE
“Total war requires total de
fense.”
No idle, fine-sounding words
thsse, but a truth that is written
in blood on the inhuman pages of
the last two year’s history. A
truth whose bitter lessons such
neutrals as Norway and Holland
have learned and a truth by
which we today can and are pro
fiting.
For there is no denying that
the savagery of total war, first
preached by a Facist and then
put into effect by the Nazi
hordes, disregards even the pit
ful attempts mankind hitherto
has made to bring some slight
measure of humanity into war.
It violates even the cannon of
the officer and gentleman
nonor.
It works upon the theory of
military and civilian destruction.
Hence it must be met not only by
military resistance but also with
civilian resistance. The Civilian
Defense movement is that an
swer of civilian resistance to to
tal war.
The movement is all inclusive. ,
From civilian volunteers it will
provide such widely diversified
services, needed in time ot inva
sion, as air raid wardens, fire
fighters, bomb squads, hospital ,
helpers and the like, to such ;
present essentials of national de- ,
fense as workers in the field of
health conservation and the,
elimination of waste in the home. ,
Dr. Joseph C. Menendez, di
rector of Civilian Defense for
the fourth region, of which we
are a part, a veteran of the last ,
world war, has issued a call to
every citizen - man and woman
in the South, to enroll in this
splendid work as the program
progresses.
His call is clear. It would and ,
will be well heeded. For there ,
is no more important movement
in existence today than this j
movement to throw the full re- ;
sources of the civilian population (
of the United States behind the <
gigantic task of our national de- j
fense. There is no saner answer
to the vicious savergy of total ;
war than this answer of total de- r
fense. i
