The growing number of public!
employees on Federal, State and;
local payrolls is an indication of
the reliance that the citizens
( place upon their various govern
i merits. The total now exceeds
(six million, a pretty big share of
j the population that is able to
'work. Incidentally, Georgia is
lono of nine states where the to
j tal of State and local employees
j is below the total of Federal em
ployees. There are sixty thous
and Federal workers in Georgia
against fifty eight thousand em
ployees of Stale and local units.
Of the State-local group, how
ever, about half are in the com
mon schools, either as teachers
or other employees.
Tederal totals, of course, in
clude the very large number of
skilled men employed in ord
nance plants, Navy shipyards'
and the like. By no means all of
them can be classed as ‘’bureau
crats.” In many states, Geor
gia being the exception, local
and State payrolls have been in
creased sharply as a result of
the war. While some Georgia
j communities have had to expand
! their services because of Army
camps or war industries, the
; overall increase in the State has
j been negligible. The disbanding
lof this vast civilian army is a
j task second only to disbanding
[the armed services in magnitude.
