sonal property of any kind or de

d. To have and maintain a Legion
hall and clubrooms where they may
serve meals and beverages and
where they may have various en
tertainments and gatherings and
carry on generally such activities
as are carried on customarily in
connection with the operation of a
Post of The American Legion.

orate purposes, and for money so
borrowed, or in payment of money
acquired, or for any other lawful
object and purpose of the corpora
tion, to make, execute, accept, in
dorse, issue and deliver bonds, notes,
bills of exchange or other obliga
tion, secured or unsecured.
f. To do all and everything nec
essary, suitable and proper for the
accomplishment of any of the pur
poses or attainments of any of the
objects, or the furtherance of any
of the powers herein set forth; eith
er alone or in association with other
corporations, firms or individuals,
and to do every other act or acts,
thing or things incidental or ap
purtenant to or in connection with
the said aforesaid objects or powers,
or any part or parts thereof; and to
have all the rights, powers and
privileges, now or hereafter confer
red by the laws of the State of
Georgia in reference to non-profit
societies, and charitable organiza
tions, or any act amendatory there
to or supplemental thereon or in
substitution therefor.

Petitioners desire that they be in
corporated for a period of thirty
five (35) years.
5.
The principal office of said corp
oration shall be located in said
County.
6.

the applicants is Warner Robins,
Georgia.
WHEREFORE, petitioners pray to
be incorporated under the name and
style aforesaid with the powers,
privileges and immunities herein
set forth, and as are now, or may
• be hereafter be allowed a corpora
tion of similar character under the
laws of Georgia.

The foregoing petition having
been presented, read and considered
and a certificate of the secretary of
the State 1 of Georgia having been
presented showing that there is no
other corporation of the same name
now registered in his records; and
it appearing that the charter sought
is within the scope and provisions
of the laws of the State of Georgia;
it is therefore ordered and adjudged
that said petition bo and the same
is hereby granted and that the pe
titioners, their associates and suc
cessors be and they are hereby duly
incorporated and chartered under
the name and style of “ARTHUR
LEONARD JOHNSON POST NO.
172, THE AMERIACN LEGION,
DEPARTMENT OF GEORGIA,
INC,”, for a period of thirty-five
(35) years, with all the rights, pow
ers, privileges and immunities as
enumerated or prayed for in said
petition and as granted to similar
corporations under the laws of the
State of Georgia.

realize their first opportunity to
obtain classified competitive civil
service status, announced 0. E.
Myers, Atlanta, director of the
Fifth Civil Service Region.
This is made possible by the
return of the Civil Service Corn-'
mission to probational appoint :
merits under an executive order
issued by President Truman.
The Civil Service Commission
has expressed confidence in the
ability of the thousands of Fed
eral appointees whose efforts
contributed to the war effort. It
is our hope and belief, said My
ers. that these employees will
justify this confidence by taking
full advantage of the opportuni
ties to obtain full civil service
status and become permanent em
ployees of the government. Em
ployees must, of course, apply
for and compete in examinations
for probational appointments to
be given by the Commission and
obtain a passing grade. (In many
examinations employees will not
participate in a written question
and answer examination. They
will merely be required to file an
application for probational sta
tus. This application listing all
previous experience, will be rat
ed by the Civil Service Com
mission.)
Most war service appointees
who obtain a passing grade will!
receive some degree of preferen
tial consideration in appointment
which may have the effect of
augmenting their earned rating
as much as five points. Those
who receive a passing grade and
are reached for classification will
be certified to their present
agencies, thus avoiding a change
in the type of work. It is be
lieved by the Commission that
competent civil service appoin
tees who occupy continuing po
sitions and who pass competitive
examinations for their positions
will by virtue of their experience
and of the preferential treat
ment accorded them, have an ex
cellent chance of attaining classi
fied (competitive) civil service
status. It is estimated that the
program of competitive examina
tions contemplated will take from
one to two years to complete.
Examinations will be scheduled
so as to meet current needs of
operating agencies—that is, they
will generally be held first for
those classes of positions in
which recruiting is particularly
difficult and for which there is a
continuing need.

One day back in 1934, an artist, driving leisurely along a
country road in the deep South, heard the sound of banjo
music floating toward him through the trees. He left his
car and followed the sad-sweet strains until he found a
clearing in the forest where, on a little cabin porch, sat
an old darky, a red-beaded boy of twelve, and a dog—in
the middle of a music lesson! All unseen, the artist set up
his easel and soon, upon the canvas, appeared the boy, all
thumbs, bis face screwed up in earnest effort, manfully
struggling with the stringed instrument; the dog looking
on in painful apprehension; the old man patiently urging:
“Jes’ hoi’ it natchel, Sonny—thataway, natchel!”
This beautiful painting by Ily Hintermeister was fea
tured on the 1935 Uncle Natchel calendar, and introduced
to a million people the familiar figure of “Uncle Natchel”,
the kindly old man who has appeared ever since as the
symbol of Natural Chilean Nitrate of Soda.
Uncle Natchel is really a rare and lovable character.
Grown old in the employ of Sonny’s family, he is known
to everyone for miles around for his inexhaustible supply
of stories about the wonders of Nature and his belief that
the best way to do anything is the “Natchel” way. And that.
of course, is how he got his name.
