Primary Laws
Under Discussion
Your right to vote is in danger.
The League of Women Voters in
the December issue of the Georgia
Voter points the dangers involved
in repealing all the legal regula
tion of primaries. Five questions
are asked and answered as follows;
Q. Why is there a movement to
get primary laws repealed?
A. Political leaders who wish to
prevent Negroes from voting think
this would take the primaries out
of the reach of the Federal Courts.
For the Federal courts have ruled
that the primaries under present
laws are an integral part of the
election machinery and that Neg
roes must have a voice in them.
Therefore, the plan of these po
litical leaders is to run the prima
ries by party rules and not by law.
There is, however, a difference
of opinion among lawyers about
the constitutionality of this plan.
Whie there has been no speciific
lest case, the implications in U.S.
versus Classic,l94l, and subsequent
cases have led many to believe that
party rules not in conformity with
the U.S. Constitution can be declar
ed unconstitutional in a one-party
state.
Q. Is there a mandate from the
people to repeal primary laws?
A. This is questionable. There
were many factors involved in the
election. But granting that* the 300-
000 who cast their vote for the gov
ernor-elect, voted for white su
premacy, the danger involved in
removing all laws which safeguard
their own ballots was not made
clear to these voters.
Q. With regulations written into
party rules, won’t that give the vo
ters the same protection that they

A. No, If party rules had been]
adequate, the Georgia legislature I
, would not have had to pass laws |
i regulating primaries over the past
i 60 years. The League itself has
I worked throughout its 26 years’
. existence to strengthen primary and
! election laws.
Q. Who may vote in the pri
i maries if the primary laws are re
pealed.?
i A. The persons whose names are
on a list made up by the County
Democratic Committee, uncontroll
ed by state law.
Q. What is the great hidden dan
ger in repeal of primary laws?
A. Because of Democratic Party
customs and traditions, the success
ful candidate for governor controls
Hie Democratic State Convention
and the Democratic State Commit
tee, the supreme authorities of the
party. If primary laws are repealed
and everything loft to the party, in
reality all power goes into the
hands of one man.
List Requisites for
Food Storage Place
It takes just three words to de
scribe a good storage place foi
home-canned foods: Cool—dry—and
dark.
Heat helps bacteria in the jars U
multiply, so keep home-canned food
away from stoves, furnaces, radi
ators or heating pipes. By the way
heating pipes often hide behind walls
so watch out for that when you’re !
picking your storage place. Unheat!
ed storage may freeze canned food
and if the jars crack, the food is lost
If you must use a cold storage place
protect the jars with old carpets oj |
blankets, or several layers of news
paper.
Dampness will rust tin cans and
it may cause metal jar lids to rust
Rusted lids are often hard to oper
and besides you can’t use then:
again.
Canned food will fade and lose
vitamins when exposed to light, sc
blackout your jars, either by wrap- 1
ping each jar, or by covering win- j
dows in the storage place. The
boxes your jars come in are handy
for dark storage.
DDT Mixture
A 5 per cent DDT oil spray wili
do a very good job controlling
household pests, such as moths, car
pet beetles and silverfish. However,
until we know more about the in
secticide, it should not be used
where there is any likelihood tha'
children will get it on their hands
Spray it freely on rugs or the mal
under the rug, on upholstered furni
ture and on woolen garments. A
light spraying of garments before
they are put into storage will aid
considerably in preventing moth
damage. However, the old method
.of having the garments dry-cleaned
and then stored in a sealed place
is probably better.
As an insecticide, DDT is not any
more effective for the control ol
roaches than is sodium fluoride, noi
is it any more dangerous to use.
DDT has not stood the trial of time
as has sodium fluoride, which is pe
culiarly adapted t# the killing •!
saaches.

Know Your Breed
Brown Swiss
\ ,4
First importation of Brown Swiss
into the United States was in 1869.
The breed is well adapted to inten
sive dairying conditions. Brown
Swiss, due to their ruggedness and
ability to consume large quanti
ties of coarse roughages as well as
their carcass value, are an ideal
general farm breed.
The milk is white and the fat
globules of medium size. The aver
age test is 4 per cent butterfat.
Brown Swiss are second only to
the Holstein in size among the dairy
breeds. Mature cows will weigh
about 1,850 pounds. They are heav
ier muscled, blockier and more
(leshv and angular than other dairy
breeds.
Inoculate Soybeans
To Get Ride of Weeds
The best way to help soybeans
stay ahead of weeds is to inoculate
the seed. The presence of large
numbers of effective bacteria right
from the start enables the young
plants to draw nitrogen from the
air for faster growth.
They quickly fill the row and
shade the ground, preventing weed
growth, conserving moisture, and
lessening the need for cultivation.
The effectiveness of soybean inoc
ulation was demonstrated at an
eastern experiment station. The
inoculated test plots matured into a
highly profitable crop due to better
stands, aided by abundant supply
of immediately available nitrogen.
Hew to Overcome Soft
Com Winter Problem
While putting whole corn plant in
a silo offers the most satisfactory
method of preserving maximum
feed value. If silo capacity is in
sufficient, the ears may be snapped
and made into ear corn silage which
will keep well and produce about
the same amount of beef. If the soft
corn is not put in a silo, it will be
advisable to use one of the improved
artificial methods of drying the
corn.
Twelve Syllable Words
The language of the American In

ly, this incredible word means “pay
